Member of the Party Central Committee, Deputy Prime Minister Le Thanh Long has just signed Decision No. 439/QD-TTg dated February 26, 2025 of the Prime Minister promulgating the Plan to implement Resolution No. 190/2025/QH15 dated February 19, 2025 of the National Assembly regulating the handling of a number of issues related to the arrangement of the state apparatus ( Plan).
According to the plan, before March 3, 2025, ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally run cities and relevant agencies and organizations will organize the development and promulgation of the Resolution at ministries, agencies and localities and send the plan to the Ministry of Home Affairs for monitoring and urging implementation.
All agencies and organizations must promptly, fully and seriously grasp the contents of Resolution 190 so that the implementation of the Resolution is unified and effective nationwide.
Vietnam Television, Voice of Vietnam, Vietnam News Agency, news agencies, newspapers, the Vietnam Federation of Commerce and Industry, associations and relevant agencies and organizations should propagate and communicate in appropriate and effective forms so that individuals, businesses, agencies and organizations know and implement content related to individuals, businesses, agencies and organizations when the agencies carry out the organizational arrangement.
The plan also clearly states that ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally run cities; agencies receiving functions, tasks and powers after implementing the organizational arrangement, shall implement, direct, monitor, urge and guide the disclosure of information specified in Article 12 of Resolution No. 190/2025/QH15 to ensure timeliness, creating conditions for agencies, organizations, individuals and businesses to easily access.
The Ministry of Foreign Affairs is responsible for informing foreign affairs countries, international organizations, and relevant regions about the organization of agencies of the 15th National Assembly and the organizational structure of the Government for the 15th National Assembly term after the arrangement of the state apparatus.
All relevant agencies, organizations and individuals shall receive, respond, guide and answer questions related to the functions, tasks and powers of their agencies when receiving requests and recommendations from agencies, organizations and individuals to ensure the implementation of the principles prescribed in Article 2 of Resolution No. 190/2025/QH15.
According to the plan, the Ministry of Justice will preside over and coordinate with the Ministry of Home Affairs and relevant ministries and agencies to guide ministries, ministerial-level agencies, provincial People's Committees, district People's Committees and relevant agencies and organizations to review and accurately identify legal documents (LTPs) affected by the organizational arrangement, develop plans and roadmaps for handling LTPs. Completion time is before May 19, 2025.
Ministries, ministerial-level agencies, local authorities at all levels and relevant agencies and organizations shall amend, supplement, replace, abolish, and promulgate legal documents or propose competent agencies and persons to amend, supplement, replace, abolish, and promulgate legal documents affected by the restructuring of the apparatus. Completion time before March 1, 2027 (according to the plan and roadmap for handling documents based on the results of document review).
