The ceremony to posthumously present the Prime Minister's Certificate of Merit took place at the home of Mr. Nguyen Van Thi (43 years old, group 5, Yen Binh town, Yen Bai province), who had bravely sacrificed his life while performing rescue and flood control during storm No. 3 in the area.
Previously, at around 9:00 a.m. on September 10, a rescue team of 5 people from Yen Binh district went to Le Hong Phong street, Nguyen Thai Hoc ward (Yen Bai city) to provide relief, when their boat suddenly capsized.
Due to the strong current, the boat carrying 5 people crashed into the garage door causing the boat to capsize. The incident caused all 5 people to fall into the water about 2m deep.

At this time, Mr. Nguyen Van Thi was crushed by the capsized boat into the water, leading to his death.
The section where Mr. Thi had the accident was Nam Cuong intersection, the water was deep and fast flowing, and traffic was isolated. Mr. Thi and a group of volunteers rowed a boat across to deliver food so that people would not go hungry.
It is known that Mr. Thi was one of the brave people who participated in the rescue from the beginning and directly drove the boat carrying volunteers and lots of food and water to support the people.
In Yen Bai, the impact of storm No. 3 left 54 people dead and missing; 27,331 houses damaged and affected; many infrastructures and agricultural production facilities were damaged.
Preliminary damage estimates are about 5,738 billion VND.
