On the morning of April 17, in Hanoi, the Central Party Secretariat held a conference to disseminate Conclusion No. 132-KL/TW dated March 18, 2025 of the Politburo on continuing to implement Directive No. 36-CT/TW dated August 16, 2019 of the Politburo on improving the effectiveness of drug prevention, control and control.
At the conference, General Luong Tam Quang - Politburo member, Minister of Public Security - said that the situation of drugs, crime and drug abuse in recent years is putting new pressures.
In the country, many new criminal tricks are being used to make full advantage of the development of science and technology (using drones, express delivery, covering up businesses...) to buy, sell, transport, and produce drugs.
According to Minister Luong Tam Quang, there are a number of fundamental solutions in drug prevention, control and control, including limiting the occurrence of illegal drug users (taking maximum of drug addicts to compulsory drug rehabilitation; strictly handling drug-related crimes...).
Determining the goal of building 50% of drug-free communes, wards and towns by 2030, Minister Luong Tam Quang suggested that the Provincial Party Secretaries and City Party Secretaries have specific targets, tasks and responsibilities of departments, branches, sectors, communes, each residential group, village, and locality to achieve this goal.

At the conference, Party Central Committee member and Deputy Prime Minister Le Thanh Long said that Conclusion No. 132 of the Politburo and the Government's implementation plan clearly identify the responsibility of heads of Party committees, authorities, agencies, organizations, and exemplary roles of cadres and Party members in drug prevention and control.
The Deputy Prime Minister emphasized that drug prevention, control and control are the tasks of the entire political system and society, not "white trust" for the police force. In drug-related work, prevention must be the main focus, with the grassroots area and residential areas as the focus for implementation...
At the conference, many presentations demonstrated their dedication and high responsibility, and recommended many solutions to contribute to the effective implementation of Conclusion 132.
Concluding the conference, Mr. Tran Cam Tu - Politburo member, Standing member of the Secretariat - acknowledged the results of implementing Directive No. 36 in the past 5 years, contributing significantly to protecting security and order, effectively serving the cause of building and defending the Socialist Republic of Vietnam.
Standing member of the Secretariat Tran Cam Tu emphasized that in the coming time, Party committees and authorities from the central to local levels must recognize and thoroughly grasp the cadres and Party members who are correctly aware of the importance of drug prevention and control in ensuring security, order, protecting the health, life, and peace and happiness of all people.
"This is the task of the entire political system and society, absolutely not leaving a single contract to the police force. It is necessary to continue to strengthen the leadership of the Party, improve the effectiveness and efficiency of state management in drug prevention, control and control, Mr. Tran Cam Tu emphasized.
After this conference, the Standing Committee of the Secretariat requested the Party Committees of ministries, branches, city Party Committees, and provincial Party Committees to urgently disseminate and disseminate the content of Conclusion 132 of the Politburo to each Party cell, all cadres, party members, and people of all walks of life.
"Strive to achieve the goal of having at least 50% of commune-level administrative units nationwide drug-free by the end of 2030", said Mr. Tran Cam Tu.
