On July 20, Deputy Prime Minister Tran Hong Ha chaired a direct and online meeting with the bridge points at the headquarters of the People's Committees of the Northern and North Central provinces and more than 1,700 communes and wards on proactive response to storm No. 3 (storm Wipha).
Discussing at the meeting, Senior Lieutenant General Phung Si Tan - Deputy Chief of the General Staff of the Vietnam People's Army (VPA) - said that the army has been proactive, deployed synchronously, prepared with forces, means and organized commands from the central to local levels to promptly respond to storm No. 3.
At the same time, it is recommended that localities urgently complete the Civil Defense Command according to the Law on Civil Defense 2023 and the Decree detailing the Law on Civil Defense 2023 to improve the effectiveness of direction, coordination, communication and handling situations quickly and accurately, especially in the context of increasingly complex extreme weather.
Agreeing with this opinion, Lieutenant General Le Van Tuyen - Deputy Minister of Public Security - said that the leadership and command mechanism in disaster prevention must be implemented according to the motto "one unified commander on the spot", the forces performing tasks, even from the increased Central Government, must be put under the direct control of local authorities.
The Ministry of Public Security is always ready with forces, means, and plans to participate in preventing natural disasters and floods when there are mobilization orders from local Party committees and authorities.

Permanent Deputy Minister of Culture, Sports and Tourism Le Hai Binh emphasized that the top priority is to ensure the safety of tourists, people, properties and cultural - sports institutional systems, historical relics.
Localities are recommended to proactively consider postponing or canceling cultural activities and large-scale entertainment.
Strengthen information and propaganda work on the storm situation and response measures through press agencies and grassroots communication systems, promote the role of ward and commune loudspeakers in communication to the people.
Thanh Hoa provincial leaders said that the locality has mobilized working groups to the grassroots, readying plans to evacuate nearly 170,000 people when there was a red alert, establishing 166 shock troops in 166 communes, strictly controlling ships and aquaculture areas.
The system of dams, culverts, and rescue equipment in Thanh Hoa province has been reviewed and arranged in stages.
Nghe An has controlled all ships at sea, ensured the safety of 1,061 dams, prepared a plan to prevent landslides in mountainous areas and ensured smooth information in 121 communes.
Chairman of Ninh Binh Provincial People's Committee Pham Quang Ngoc said that the communes have planned to relocate people from dangerous areas, mobilizing local forces to be ready to support high-risk communes.
The inspection and review of vulnerable works, power stations, and areas at risk of insecurity has been implemented synchronously.
In Quang Ninh, the province issued a sea ban from 11am on July 20, requiring ships and tourist boats to urgently enter safe shelters. The People's Committee of Quang Ninh province has assigned provincial leaders to directly go to vulnerable areas.
The locality pays special attention to ensuring safety for tourists, aquaculture and exploitation areas, river and stream areas and coal mines.
Regarding this issue, Deputy Prime Minister Tran Hong Ha emphasized that in addition to providing professional data and technical terms, it is necessary to have a clear and easy-to-understand explanation so that people can grasp the specifics.
"If the wind is as strong as it is, trees can fall, the roof of a level four house can be blown off, people on the street can be swept away by the wind, vehicles can be blown away... only then can people clearly imagine the level of danger to proactively prevent it" - the Deputy Prime Minister noted.
