During the days of August 7 and 8, 2024, in Hanoi, the Central Inspection Committee held its 45th session. Mr. Tran Cam Tu, a member of the Politburo, Secretary of the Party Central Committee, and Chairman of the Central Inspection Committee, presided over the session. At this session, the Central Inspection Committee (CIQ) reviewed and concluded the following contents:
I- Review of the results of inspection when there are signs of violation and the results of self-examination, and proposal for the implementation of disciplinary measures against the Party Committee of the Provincial People's Committee of Lam Dong, the CIQ noted:
The Provincial Party Committee, the Party Committee of the Provincial People's Committee of Lam Dong, violated the principle of democratic centralism, the working regulations; lacked responsibility, and failed to lead and direct the Provincial People's Committee and many organizations and individuals to seriously violate the Party's regulations and the State's laws in the management and use of land for some investment projects in the province; allowed many party organizations and party members to be disciplined, and many officials and party members to be prosecuted for criminal offenses due to their violations and shortcomings in the case of "Bribery, receiving bribes; abusing positions and powers while performing official duties" that occurred at the Da Ninh Urban Area project in Lam Dong Province and related localities and units.
The aforementioned violations have caused serious consequences, difficult to rectify, and a high risk of large-scale loss of state assets, causing negative public opinion, and reducing the credibility of the party organization and local government, to the extent that they must be examined and disciplined.
Individual responsibility for the aforementioned violations and shortcomings belongs to:
Mr. Tran Duc Quan, former member of the Party Central Committee, Secretary of the Provincial Party Committee, Secretary of the Party Group, Chairman of the Provincial People's Council, and Mr. Tran Van Hiep, former Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee of the Provincial People's Committee, Chairman of the Provincial People's Committee (who has been expelled from the Party and prosecuted for criminal offenses); Comrade Huynh Duc Hoa, former Secretary of the Provincial Party Committee, Secretary of the Party Group, Chairman of the Provincial People's Council, Secretary of the Party Committee of the Provincial People's Committee, Chairman of the Provincial People's Committee; Tran Dinh Van, Deputy Secretary of the Provincial Party Committee, Head of the Provincial Delegation to the National Assembly; Doan Van Viet, former Deputy Minister of Culture, Sports, and Tourism, Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee of the Provincial People's Committee, Chairman of the Provincial People's Committee; Vo Ngoc Hiep, member of the Provincial Party Committee, Deputy Secretary of the Party Committee of the Provincial People's Committee, Vice Chairman of the Provincial People's Committee; Comrade Dang Tri Dung, former member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; Nguyen Van Yen; Comrade Nguyen Ngoc Phuc, Provincial Party Committee member, Vice Chairman of the Provincial People's Committee; Pham S; Comrade Huynh Ngoc Hai, Provincial Party Committee member, Secretary of the Party Committee of the District Party Committee, Director of the Department of Natural Resources and Environment; Nguyen Van Son, Provincial Party Committee member, Secretary of the District Party Committee, Director of the Department of Natural Resources and Environment; Bui Son Dien, former Provincial Party Committee member, Secretary of the District Party Committee, Director of the Department of Planning and Investment; Le Quang Trung, Secretary of the Party Committee of the District Party Committee, Director of the Department of Construction; Tran Phuong, Secretary of the Party Committee of the District Party Committee, Director of the Provincial Tax Department.
Regarding the aforementioned violations, there is also the responsibility of the Party Group of the Provincial People's Council of Lam Dong Province, the 2021-2026 tenure; the Party Committee of the Government Inspectorate, the 2016-2021 tenure; the Standing Committee of the Party Committee of the Government Office, the 2020-2025 tenure; and Comrade Le Minh Khai, former member of the Party Central Committee, Deputy Prime Minister, former Secretary of the Party Committee of the Government Inspectorate, and General Director of the Government Inspectorate, and some other party organizations and party members.
Considering the content, nature, severity, consequences, and causes of the violations; based on the Party's regulations, the CIQ decided to implement disciplinary measures:
- Warning: the Party Committee of the Provincial People's Committee of Lam Dong, the 2011-2016, 2016-2021, and 2021-2026 tenures; the Party Group of the Provincial People's Council of Lam Dong Province, the 2021-2026 tenure; the Standing Committee of the Da Lat City Party Committee, the 2020-2025 tenure; and Comrades Huynh Duc Hoa, Tran Dinh Van, Doan Van Viet, Dang Tri Dung, Nguyen Van Yen, Pham S, Huynh Ngoc Hai, Bui Son Dien, Le Quang Trung.
- Reprimand: the Standing Committee of the Party Committee of the Government Office, the 2020-2025 tenure; and Comrades Vo Ngoc Hiep, Nguyen Ngoc Phuc, Nguyen Van Son, Tran Phuong.
The CIQ requested the competent authority to consider and implement disciplinary measures against the Standing Committee of the Provincial Party Committee of Thua Thien Hue Province, the 2015-2020 and 2020-2025 tenures; the Party Committee of the Government Inspectorate, the 2016-2021 tenure; and Comrade Le Minh Khai.
The CIQ required the Standing Committee of the Provincial Party Committee of Lam Dong Province and the Party Committee of the Provincial People's Committee of Lam Dong Province to lead and direct the rectification of the aforementioned violations and shortcomings; to implement disciplinary measures against party organizations and party members as concluded by the CIQ.
The CIQ continued to inspect and examine the violations of party organizations and party members as authorized by the CIQ.
II- Review of the report proposing the implementation of disciplinary measures against some party members who violated the Party's regulations at the Party Committees of the following localities: the Ministry of Natural Resources and Environment, Lang Son, Yen Bai, Phu Tho, Bac Ninh, Binh Thuan, Ca Mau; the CIQ noted:
Comrades Nguyen Linh Ngoc, former member of the Party Committee of the Ministry of Natural Resources and Environment, Deputy Minister; Ho Dai Dung, member of the Provincial Party Committee, former Deputy Chairman of the Provincial People's Committee of Phu Tho; Thai Hong Cong, member of the Provincial Party Committee, former Director of the Public Security Department of Lang Son; Ho Duc Hop, Provincial Party Committee member, Director of the Department of Natural Resources and Environment of Yen Bai; Nguyen Kim Thoai, Provincial Party Committee member, Director of the Department of Finance of Bac Ninh; Nguyen Ngoc, former member of the Provincial Party Committee, Deputy Chairman of the Provincial People's Committee; and Le Quang Vinh, Provincial Party Committee member, Secretary of the District Party Committee, Chairman of the District People's Committee of Phu Quy, Binh Thuan Province; Nguyen Quoc Dinh, former Provincial Party Committee member, Secretary of the District Party Committee, Director of the Department of Construction of Ca Mau Province, had a decline in their ideological and moral standards, violated the Party's regulations and the State's laws in the performance of their duties; violated the Party's regulations on what party members are not allowed to do and the responsibility to set an example, causing very serious consequences, causing public concern, and affecting the credibility of the party organization and local government, to the extent that they must be examined and disciplined.
Based on the Party's regulations, the CIQ requested the competent authority to consider and implement disciplinary measures against Comrades Nguyen Linh Ngoc, Ho Dai Dung, Thai Hong Cong, Ho Duc Hop, Nguyen Kim Thoai, Nguyen Ngoc, Le Quang Vinh, and Nguyen Quoc Dinh.
III- Review of the results of the inspection of the Standing Committee of the Provincial Party Committee and the members of the Provincial Party Committee of Thua Thien Hue Province; the CIQ required the Standing Committee of the Provincial Party Committee of Thua Thien Hue Province and the members of the Provincial Party Committee to continue to promote their strengths; to review their responsibilities and rectify the shortcomings in the leadership and direction of the construction and organization of the working regulations; the management and use of land for investment projects outside the state budget; and the declaration of assets and income.
IV- At this session, the CIQ also resolved two cases of party disciplinary appeals and examined and concluded some other important contents.
