Implementing Resolution No. 18-NQ/TW, the Deputy Head of the Central Organization Committee clearly stated that the organizational system of Party and State agencies and the Fatherland Front, socio-political organizations from the Central to local levels has been reorganized synchronously, streamlined, effective, and efficiently; ending the operation of the Party Delegation and Party Personnel Committee model from the Central to local levels.
Reduced 4 Central Party agencies, 5 National Assembly agencies, 5 ministries, 3 government agencies, 13 general departments and equivalents, nearly 1,500 department-level focal points and more than 4,800 department-level focal points.
Reducing 29 provinces and cities, not organizing district-level models and reducing nearly 700 districts. Adjusting merger from more than 10,000 to 3,321 communes and wards (reducing about 6,700 communes and wards). Reducing nearly 150,000 cadres, civil servants, public employees, and workers through outstanding support policies.
The organizational structure has been rearranged according to the new model, reorganizing the Army and Police systems in localities, Courts, Procuracies, Inspectorates, and agencies and units managing vertically.
Looking back at more than 1 year of implementing the revolution to arrange the organizational apparatus, especially the final sprint phase in 6 months, from July 2025 to now, Mr. Nguyen Thanh Binh affirmed that this is a very correct, very accurate policy, of historical significance, agreed upon and supported by cadres, party members, and people, and highly appreciated by international public opinion.
The streamlined arrangement not only reduces the number of organizations and units, reduces staff, and reduces regular expenses, but more importantly, has improved the effectiveness and efficiency of the apparatus.
