On the morning of November 30, the National Assembly discussed in the hall the draft Law on Digital Technology Industry.
Speaking to explain and clarify a number of issues of concern to delegates, Minister of Information and Communications Nguyen Manh Hung noted that all opinions aim to have a quality and feasible law to strongly develop and make a breakthrough in Vietnam's digital industry and technology.
According to the Minister, digital technology is the next development of information technology but is revolutionary. Digital technology gives birth to digital transformation, is a new productive force, truly opening a new era, the digital era for human development.
If Vietnam wants to become a developed socialist country with high income, we must be in the leading group in digital technology and digital industry. If the National Assembly passes this law in the next session, Vietnam will be in the first group of countries to have a separate law on digital industry.
The digital technology industry is a very dynamic, very large and very important technical economic sector of the country. The Minister emphasized that to distinguish between information technology and digital technology, it is mainly necessary to distinguish between the objects of information and data processing. In which, information technology processes information, digital technology processes data.
The Minister emphasized that information processing does not create new value, it is more related to automation. In the era of information technology, there was no technology to digitize the real world, no Internet of Things, no technology to process and store large data at low cost.
In particular, there is no processing technology to find new value from data. Data is a new resource, a new means of production, a new input of production, just like land in the real world.
Digital technology processes data to create new values, creating development for the country. Not only that, digital technology also creates digital transformation, creating a new living space which is digital space, digital transformation revolution.
Emphasizing that this is the most important thing, the Minister said that digital technology is the main driving force of development, of digital transformation, and is the basic productive force in the new era.
The 2006 Law on Information Technology No. 67/2006/QH11 has three main parts. Of which, the part on network information security has been separated into the 2015 Law on Network Information Security No. 86/2015/QH13. The part on mainly developing the information technology industry is being separated into the Law on Digital Technology Industry, expected to be passed in 2025.
The application part on e-Government is expected to be separated into the Government Law by the National Assembly. At that time, the Information Technology Law may cease to exist.
Splitting into three separate laws will create strong development space for all three important areas. Countries around the world also approach this way.
In particular, for new issues that are in the process of development, the law stipulates general principles for management and development. It ensures that management must keep up with and create development, then assigns the Government to provide detailed regulations to ensure flexibility.
The draft Law on Digital Technology Industry has taken this approach to address digital assets and artificial intelligence. The law also devotes a separate chapter to the semiconductor industry. The Prime Minister has issued a national strategy on the semiconductor industry, considering semiconductor chips as a core technology.
The draft law has stipulated policies to support the development and ensure national security for this strategic industry. Many best policies have been included in the law to support this strategic technology.
