VNA reported that on May 8, at the Russian Government Headquarters in Moscow, General Secretary To Lam had a meeting with Russian Prime Minister Mikhail Mishustin.
Prime Minister Mikhail Mishustin welcomed General Secretary To Lam and the high-ranking Vietnamese delegation to Russia, highly appreciating the important significance of the visit, especially in the context of the two countries celebrating important historical events in each country and in bilateral relations.
The Russian Prime Minister affirmed that Russia always considers Vietnam as one of the top priority partners in the Asia-Pacific region; emphasizing that this visit will contribute to deepening the traditional friendship and Comprehensive Strategic Partnership between the Russian Federation and Vietnam.
Recalling the good results of Prime Minister Mikhail Mishustin's official visit to Vietnam in January 2025, as well as President Vladimir Putin's state visit to Vietnam in June 2024, General Secretary To Lam affirmed that this visit of the high-ranking Vietnamese delegation demonstrates the Party and State of Vietnam's attachment to the traditional friendship and comprehensive strategic partnership between Vietnam and the Russian Federation, as well as the high political determination of both sides in further deepening bilateral relations.
The General Secretary thanked the warm affection and warm welcome that the Prime Minister and senior Russian leaders have given to the high-ranking delegation of Vietnam and expressed their joy at returning to Russia - a country that has been associated with many generations of Vietnamese people not only through political and diplomatic relations, but also through the depth of culture, history and people's affection.

General Secretary To Lam emphasized that the Party, State and people of Vietnam always respect and deeply remember the valuable support of the former Soviet Union and the Russian Federation today in the struggle for national liberation as well as the cause of building and defending the Fatherland.
In the context of rapid international change, Vietnam attaches special importance to traditional friendship and is ready to cooperate closely with the Russian Federation to elevate relations.
The General Secretary suggested that the two sides continue to strengthen the Comprehensive Strategic Partnership with major orientations, which is to continue to strengthen political trust through increasing delegation exchanges at all levels; improve the effectiveness of the intergovernmental Committee mechanism and member working groups; further deepen defense and security cooperation; promote energy - oil and gas, nuclear energy cooperation, expand to new energy fields, especially clean energy, renewable energy, wind power; cooperate, improve the effectiveness of economic, trade and investment cooperation; promote cooperation in areas where both sides have traditions and strengths such as education - training, science - technology; enhance local connectivity, transportation, tourism...; create favorable conditions for the Vietnamese community to live, study and work stably in Russia.
The two leaders exchanged in-depth opinions on measures to strengthen political trust and expand bilateral cooperation, especially in areas with strengths and potential such as energy, trade - investment, defense industry, transportation, transportation, high technology, artificial intelligence, digital economy, healthcare, education - training, culture, tourism, local cooperation and people-to-people exchange.
The two sides agreed to continue to strengthen cooperation between ministries, branches, localities and enterprises of the two countries; remove barriers in trade and investment; promote joint projects in the fields of energy, industry, high-tech agriculture, logistics and digital transformation.
Prime Minister Mikhail Mishustin affirmed that the Russian Government will coordinate with the Vietnamese Government to implement the decisions taken at the highest level.
