The implementation of Directive 24 of the Standing Committee of the Hanoi Party Committee is truly a "breath of fresh air" in performing public duties, solving new and difficult tasks in the Hanoi political system.
As one of the first localities in the city to thoroughly grasp and implement Directive No. 24-CT/TU, Dong Anh district determined that this would be the "medicine" to cure the diseases of shirking responsibility, avoiding responsibility, fear of conflict, going along with the flow, and "peace is precious".
The district's guiding viewpoint is to build a work settlement regulation in the spirit of 5 clear, from which cadres, party members, civil servants and public employees will be scored and cross-evaluated monthly to eliminate "equalization" in rewards.
Dong Anh district sets many goals, including 100% of the work of departments, offices, and People's Committees of communes and towns in the area to be resolved on time, taking the satisfaction of people and businesses as the service goal.
According to Me Linh District Party Secretary Nguyen Thanh Liem, the district will resolutely replace and transfer cadres, civil servants, and public employees, especially leaders who do not meet the requirements of their tasks, leading to local and unit development that is not commensurate with the city's potential, position, and investment, without waiting for the end of their term, appointment period, or retirement age.
Along with that, Me Linh will strengthen inspection, supervision, and surprise inspection of the implementation of administrative procedures, compliance with regulations and codes of conduct of cadres, civil servants, public employees, and workers at the agency.
In Ha Dong district, the rapid and strong implementation of Directive No. 24-CT/TU by Party committees at all levels has created a strong change in the awareness and actions of cadres and Party members, promoting the role and responsibility of setting an example for leaders of Party committees and authorities.
Putting the directive into practice contributes to effectively implementing the tasks of socio-economic development, ensuring national security and defense, and building a clean and strong Party and political system at all levels.
Standing Deputy Secretary of the District Party Committee, Chairman of the People's Council of Ha Dong District Nguyen Van Truong said that the district is also proactive and determined in inspection, supervision and enforcement of Party discipline.
In addition, Ha Dong district has promoted the rotation, transfer, and appointment of cadres in accordance with regulations. From 2023 to present, Ha Dong District Party Committee has transferred and rotated 86 cases, aiming to train, foster, practice, and challenge cadres in practice, helping cadres gain more practical knowledge to better meet the job requirements.
In the coming time, Ha Dong District Party Committee will continue to synchronously implement many solutions and is determined to create more drastic changes from awareness to action among cadres and party members and spread widely in the district's political system.

Promote creativity and innovation of staff
According to former Standing Deputy Secretary of the Hanoi Party Committee Nguyen Thi Tuyen, Directive 24 puts “discipline” first, followed by “discipline” and “responsibility”. This is the gradual increase in the level and requirements in administrative management and public service performance of cadres, civil servants, public employees and workers in the political system from the city to the grassroots.
To effectively implement Directive 24 of the Hanoi Party Committee Standing Committee, the first responsibility belongs to cadres and party members. Not only must they reflect on themselves in terms of self-awareness, exemplary spirit, and high responsibility for their work, but when facing difficulties, cadres and party members must proactively propose solutions for localities and units to implement, instead of trying to push or avoid work.
Directive No. 24-CT/TU has "correctly diagnosed and treated the disease", forcing cadres to strive and make efforts to perform and complete assigned tasks well.
In particular, for the 2020-2025 term, the City Party Committee continues to identify personnel work as a key and continuous task. Therefore, the City Party Committee promptly issued and implemented the thematic Resolution No. 04-NQ/TU dated May 31, 2021 on "Focusing on building and improving the quality of cadres at all levels for the 2020-2025 term and the following years".
This is the first specialized resolution of the City Party Committee on personnel work with the goal of building a team of officials, first of all leaders and managers at all levels of the city, with a mindset and desire for innovation.
Building cadres with capacity and prestige equal to the task, meeting the requirements of political tasks, responding to difficult and complicated situations that arise and the tasks of socio-economic development, ensuring national defense - security and foreign affairs of the Capital in the new period.
The City Party Committee has implemented policies and solutions to innovate personnel work in the spirit of the Party's resolutions on personnel work; continued to perfect regulations, rules, and procedures for organizational and personnel work; ensured consistency, unity, and conformity with new regulations of the Central Government and met the practical requirements of the Capital.
Many contents are creative, innovative and basically overcome the limitations and shortcomings in personnel work over the past years. The implementation process has contributed to improving the quality and efficiency of the Party organization's activities and improving the quality of work of the Hanoi Party cadres and members.
