Developing a Bonus Regulation, raising salaries ahead of schedule after the merger

The Ministry of Home Affairs requests the heads of agencies and units to review and develop the Regulations on early salary increase and the Bonus Regulations.

On December 9, the Ministry of Home Affairs issued Official Letter No. 11771 to ministries, ministerial-level agencies, agencies under the Government; People's Committees of provinces and centrally run cities to implement the regime of early salary increase and bonus regime.

According to the provisions of Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on the regime of early salary increase, the head of the agency managing cadres, civil servants, public employees and workers is responsible for reviewing and promulgating the Regulations on early salary increase due to outstanding achievements in performing the tasks of the agency or unit.

At the same time, according to the provisions of Decree No. 73/2024/ND-CP dated June 30, 2024 of the Government on the bonus regime, the head of the competent authority managing or delegated the authority to manage cadres, civil servants and the head of the public service unit is responsible for developing the Bonus Regulation of the agency or unit.

In the process of the Ministry of Home Affairs monitoring, guiding, responding to policies and surveying the implementation of salary regimes for cadres, civil servants and public employees, the Ministry of Home Affairs has found some shortcomings and limitations in the implementation of the salary increase regime ahead of schedule, bonus regime at agencies and units after the restructuring of the apparatus and the organization of local government at 2 levels.

Therefore, in order to effectively and consistently implement and ensure compliance with legal regulations on the regime of early salary increase and bonus regime, the Ministry of Home Affairs requests ministries, branches and localities to urgently review and implement a number of specific contents:

The head of the agency or unit managing cadres, civil servants, public employees and workers reviews and promulgates the Regulations on early salary increase due to outstanding achievements in performing the tasks of the agency or unit, ensuring compliance with the provisions of Decree No. 204/2004/ND-CP and Circular No. 08/2013/TT-BNV;

It clearly stipulates the standards and levels for achieving excellent results in performing tasks, the time for early salary increase corresponding to each different level of achievement of cadres, civil servants, public employees and workers, and the priority order for considering early salary increase for those with similar excellent achievements to serve as a basis for considering early salary increase for subjects under management.

The head of the competent authority or the person delegated the authority to manage cadres, civil servants and the head of the public service unit reviews and develops the Bonus Regulations of the agency or unit according to the provisions of Decree No. 73/2024/ND-CP, ensuring the implementation of the bonus regime on the basis of outstanding work achievements and the results of annual assessment and classification of task completion levels for salary recipients under the management scope.

This is to promptly motivate, encourage and motivate cadres, civil servants, public employees and workers to improve the quality and efficiency of their work.
