Building a nuclear power plant is a big deal, a national event

The Prime Minister assessed that the construction of a nuclear power plant is a big, national, sensitive issue, so it requires focus and investment of effort.

On the morning of February 4, in Hanoi, Politburo member and Prime Minister Pham Minh Chinh, Head of the Steering Committee for the construction of nuclear power plants, chaired the second meeting of the Steering Committee.

Also attending the meeting were members of the Party Central Committee: Deputy Prime Minister Bui Thanh Son, Deputy Head of the Steering Committee; Minister of Industry and Trade Nguyen Hong Dien, Deputy Head of the Steering Committee; leaders of ministries, branches and localities who are members of the Steering Committee.

Opening the meeting, the Prime Minister said that green and sustainable development is the policy of the Party and State. Climate change is evolving in a complex manner, and Vietnam is one of the countries that is greatly affected, causing subsidence, drought, and saltwater intrusion. Efforts to contribute to minimizing the impact of climate change are an urgent and regular task.

In that context, Vietnam strives to achieve economic growth of 8% or more in 2025 and double-digit growth in the coming period. Therefore, electricity demand must increase by 12-16%/year.

Vietnam promotes economic development based on science and technology, innovation, especially emerging industries such as artificial intelligence, cloud computing, Internet of Things, big data, etc., so the demand for electricity is very large.

The Head of Government affirmed that developing green and sustainable energy is an urgent requirement, and developing nuclear power is one of the measures to meet the requirements and be in line with world trends.

The Prime Minister requested that at this second meeting, members of the Steering Committee review the tasks assigned after the first meeting, and discuss and contribute ideas to develop a specific plan for implementing the construction of the nuclear power plant.

In which, clearly define the goals, roadmap; tasks of the Steering Committee members, each ministry, sector, and locality to implement in infrastructure development; resettlement; technology transfer issues; human resource training; investors; determine capital sources; policy mechanisms.

Problems and difficulties that need to be resolved should be resolved wherever they are, clearly defining who will resolve them, when they will be completed, and what the results will be, avoiding "roundabout" answers.

The Prime Minister assessed that developing nuclear power and building nuclear power plants is a major issue, a national issue, a difficult and sensitive issue, so it requires focus, investment of effort and intelligence, mobilization of the entire political system and the establishment of a specialized Working Group and Support Group to assist the Steering Committee.

The Prime Minister requested that the plan must clearly identify people, tasks, time, responsibilities, and results; develop a 5-year plan and an annual plan; and each milestone must complete specific tasks, thereby closely following the roadmap and holding monthly meetings to review each task to ensure progress and effectiveness in implementation.

Previously, at the first meeting of the Steering Committee held on January 15, the Prime Minister clearly stated the goal of completing the construction of the Ninh Thuan Nuclear Power Plant within 5 years, thereby determining the roadmap and work of each year so that by 2030, the 100th anniversary of the Party's founding, we will have a nuclear power plant.
