The Government has just reported on the implementation results of Resolution No. 99/2019/QH14 of the National Assembly on continuing to improve and enhance the effectiveness and efficiency of implementing policies and laws on fire prevention and fighting in 2024.
According to the report, from October 1, 2023 to September 30, 2024, there were 3,922 fires nationwide, killing 103 people, injuring 78 people, causing estimated property damage of about VND 465.9 billion and 581.2 hectares of forest.
Compared to the same period in 2023, the number of fires increased by 324 cases (9.0%; 3,922/3,598 cases), decreased by 41 deaths (28.5%; 103/144 people), decreased by 35 injuries (30.9%; 78/113 people), property damage increased by 184 billion VND (65.2%; 465.9/282 billion VND).
According to the report, fires in individual houses and houses combined with businesses are still complicated with 1,638 cases, accounting for a high rate (41.8%), of which a number of fires have caused serious human losses.
The report also reflects the results of inspections and handling of housing types. For apartment buildings, 3,956/3,956 establishments were inspected, 885 violations were detected, 885 cases were fined, and the fine amounted to 1.8 billion VND.
For boarding houses and multi-apartment houses, 178,195/178,195 establishments were inspected, 8,799 violations were detected, 8,799 cases were fined, and the fine amounted to more than 17.8 billion VND.
For houses combined with production and business with high risk of fire and explosion, 104,260/104,260 inspections were conducted, 1,467 violations were detected, 1,067 cases were fined, with a total fine of 1.6 billion VND.
Regarding limitations, the Government assessed that although the fire and explosion situation has been controlled, fires and explosions in households, houses for residential use combined with production and business, and crowded establishments are still complicated; some fires have caused particularly serious human losses, such as the fire in a family house and a rental house on May 24, 2024 (No. 1, Lane 43/98/31 Trung Kinh, Trung Hoa Ward, Cau Giay District) that killed 14 people.
The fire at a residential and commercial building on January 15, 2024 (No. 4 Hang Luoc, Hang Ma Ward, Hoan Kiem District, Hanoi) killed 4 people.
The house fire on February 17, 2024 (No. 623/20/19 and 623/20/21 Cach Mang Thang Tam Street, Ward 15, District 10, HCMC) killed 4 people.
The fire at a house combined with the production and business of materials, electricity and water on June 16, 2024 (207 Dinh Cong Ha, Dinh Cong ward, Hoang Mai district, Hanoi) killed 4 people.
Nationwide, there are still many illegal constructions, unlicensed constructions, and constructions that do not meet fire safety requirements but are still in operation, especially houses for residence combined with production and business, self-renovation, changing the function from a house to a house for both residence and production and business, not complying with fire prevention and fighting regulations.
There are still many facilities that have not yet been remedied and have violated fire prevention and fighting regulations (1,687 apartment buildings; 42,813 boarding houses, multi-apartment houses; 32,157 houses combined with production and business with high risk of fire and explosion; 4,351 private kindergartens and preschools; 1,797 medical examination and treatment facilities; 111 conference centers and event organizations).
