On April 25, at the Government Headquarters, Party Central Committee member and Deputy Prime Minister Tran Hong Ha chaired a meeting to listen to a report on the solution to resolve existing problems and difficulties in selecting investors to implement the Dai An II residential area project, Tu Minh ward, Hai Duong city.
According to the report of Hai Duong province, the Dai An II residential area project (project) has been implemented since 2011, using part of the land area of Dai An Industrial Park (invested by Dai An Company) and some interspersed and jammed land areas.
However, the People's Committee of Hai Duong province and relevant departments and branches have been slow in implementing procedures (adjusting planning, land use plans, approving detailed planning, changing land use purposes, selecting investors...), leading to Dai An Company arbitrarily investing in construction without being assigned as the investor to implement the project according to regulations.
Up to now, the People's Committee of Hai Duong province has handled the responsibilities of relevant organizations and individuals, overcome some violations and problems according to the conclusion of the Government Inspectorate; propose a plan to select investors to implement the project.

At the meeting, after listening to the opinions of leaders of Hai Duong province, the Ministry of Agriculture and Environment, representatives of the Government Inspectorate, Dai An Company... Deputy Prime Minister Tran Hong Ha stated that the project has been delayed since 2011 until now due to many legal problems caused by delays of the Hai Duong Provincial People's Committee and related departments and branches (2016-2020 period).
Dai An Company has violated the law on construction and land when it arbitrarily invested in construction and completed about 80% of the basic technical infrastructure of the project while not yet assigned as the investor to implement the project.
However, most of this infrastructure is assessed to be in accordance with the detailed planning 1/500 approved later and technical standards.
The Deputy Prime Minister requested Hai Duong province to thoroughly handle the remaining issues of the Dai An II residential area project according to the conclusion of the Government Inspectorate, including clarifying and handling transactions (if any) when the project is not qualified, not allowing new violations to arise.
Hai Duong province needs to have an official, complete report in writing to the Prime Minister, commit to the accuracy of the information and take full responsibility.
In particular, it is necessary to inspect, evaluate and ensure that the adjacent Dai An Industrial Park must be a green, clean industrial park, not causing pollution or affecting residential areas.
On that basis, Hai Duong province is "cautious, ensuring the interests of the State and enterprises, not leaving loopholes, losses, or waste" in selecting investors to implement the Dai An II residential area project, in accordance with the procedures prescribed in Resolution 171/2024/QH15 of the National Assembly and Decree 75/2024/ND-CP of the Government on piloting the implementation of commercial housing projects through agreements on receiving land use rights or having land use rights.
These are new pilot mechanisms and policies that are expected to remove legal obstacles for many real estate projects to put land resources into effective use, solve difficulties for businesses and avoid prolonged waste.
