On the afternoon of November 17, continuing the 10th Session, the National Assembly discussed in the hall the draft Law amending and supplementing a number of articles of 10 laws related to security and order.
Giving his opinion, delegate Ha Sy Dong (National Assembly delegation of Quang Tri province) said that the Law on Road Traffic Safety requires suitable safety equipment for children, this regulation applies to all types of cars, including taxis. At the same time, this regulation will also take effect from January 1, 2026.
Delegate Ha Sy Dong said that according to the above regulations, if drivers violate the law, they will be fined from 800 thousand VND to 1 million VND.
This delegate shared that most developed countries have the above regulations and are identified as bringing social benefits. However, these countries have a very high rate of car use, with almost no motorbikes. While in Vietnam, there is a high rate of motorbike use.
"If the child seat regulation is too rigid, many families may have to carry children by motorbike instead of taking a car or taxi, then the risk of accidents for children will be higher" - delegate Ha Sy Dong emphasized.
This person cited that this has happened in Indonesia or the Philippines when the regulation on compulsory child seats increases the rate of parents taking their children to school by motorbike by 15-30%.
"It is recommended to consider the experience of many countries to include taxis and technology ride-hailing services" - said the delegate of Quang Tri.
This person added that according to Regulation 123/2024 of the Ministry of Transport (old), children's chairs have 4-5 different sizes depending on the child's weight.
If a taxi is required to be equipped with child seats, each taxi must have at least 4 seats of different sizes. This is completely impossible.
Delegate Ha Sy Dong added that some poor families do not have private cars but have to call a taxi to take their children for vaccination and medical examination when sick, which will increase costs.
Because the number of taxis equipped with children's seats is often small, calling is more difficult, and the fare is also higher. This cost will fall on poor families or young mothers, the delegate said.
