To proactively prevent storm No. 3, the Steering Committee for Natural Disaster Prevention - Search and Rescue of Vietnam National Coal and Mineral Industries Group TKV (Steering Committee) issued a telegram on July 20 requesting units to focus on implementing many key tasks.
In particular, deploy the unit's storm and heavy rain prevention plan, strictly implement the 3 before and 4 on-site motto in accordance with the established natural disaster prevention plan;
The units with waterway transport count the boats and vehicles and notify them to move out of the area with strong gusts of wind; anchor firmly at the storm shelter to ensure safety for vehicles, property and goods;
Re reinforcing, tying, and securely tying equipment, warehouses, houses, and assets, especially equipment with high heights in the seaport area.
Due to the influence of the storm's circulation causing widespread heavy rain, high risk of flooding, flash floods, and landslides; The Steering Committee requested units to focus on implementing the unblocking and dredging of drainage systems to prevent the risk of flooding. reinforcing and preventing erosion of storm prevention works;
Carefully review hillsides, steep slopes, surrounding and behind under construction works, warehouses, workshops, operator's offices, works near steep slopes... to prevent landslides and not ensure safety.
Units exploiting coal and open-pit minerals are required to carefully inspect and review waste dumps, mines, and dams blocking tailings ponds (especially pay attention to coal mining units in Quang Ninh, Lang Son, Thai Nguyen; Mineral exploitation in Bac Kan, Cao Bang, Lao Cai to ensure safety of waste dumps and tailings ponds); reinforce drainage belts to ensure safety during storms.

Coal and mineral tunnel exploitation units conduct inspections and reinforcement of water pumping and drainage systems, partitions, closed doors of pumps, water tanks, power supply systems, and backup generators to ensure readiness to generate electricity when the power grid is out; when the amount of water increases dramatically to the tunnel exploitation area, units proactively stop production and evacuate people to safe locations.
Warning all employees, vehicles of the unit and people not to go through spillways, spillways, or roads through streams during heavy rain; when there is a flood, assign people to be on duty and guard at spillways and spillways managed by the unit.
The TKV Group Command also requested the Command Committees of units to closely coordinate with the new local authorities (after organization and restructuring) to develop solutions and respond to storm incidents; strengthen inspection, review, and prepare timely evacuation plans for people, equipment, and residents if determining areas at risk of not ensuring safety when the storm makes landfall.
Before the storm made landfall, houses and collective houses of level D and subsided areas due to the impact of mining had to move people to safe temporary shelters.
Notably, TKV Group's departments are required to closely monitor the developments of storms and heavy rains due to storm circulation to advise and propose response to situations caused by storms according to the assigned areas of responsibility.
"Please note that members who are directors/head of the unit must not leave the area when there is a warning about natural disasters in the area from the level of natural disaster risk level 2 or higher" - the Command Committee for Natural Disaster Prevention - Search and Rescue of TKV Group emphasized.
