The theme of the Plan is "Tet Sum Vay - Spring of gratitude to the Party", with the motto "All union members and workers have Tet".
According to the Quang Ninh Provincial Federation of Labor, many activities will be organized on this occasion, aiming to better care for the material and spiritual life of union members and workers in the province on the occasion of the Lunar New Year 2025.
In particular, participating with enterprises to ensure salaries, Tet bonuses and regimes for union members and employees. Grassroots trade unions (UCs) increase dialogue and negotiation activities with employers on production plans, salary payments, Tet bonuses, and early public welfare payments so that union members and employees know and proactively monitor the implementation. Coordinate to organize activities to care for the material and spiritual lives of union members and employees before, during and after Tet so that employees can work with peace of mind.
For enterprises and units facing difficulties in production and business, the Trade Union proactively proposes to employers solutions and balances appropriate resources to support, organize visits to encourage, and subsidize union members and workers in difficulty, ensuring that no union member or worker's family does not have Tet.
Organize activities to care for, subsidize, visit, and give gifts to union members and employees. Accordingly, the Trade Unions at the grassroots level proactively survey, grasp the situation, promptly report and propose to the Provincial Federation of Labor to support and visit union members and employees in difficulty. Trade Unions at all levels proactively propose to the authorities at the same level, coordinate with experts, and employers to organize subsidies, visit, give gifts, and wish union members and employees a Happy New Year, especially union members and employees in difficult circumstances, those who have had work-related accidents and are undergoing treatment, those affected by natural disasters, storms and floods, those who have lost their jobs, or those who are suffering from serious illnesses, etc.
Trade unions at all levels proactively socialize and mobilize enterprises, organizations and individuals to organize activities to support all or part of the transportation costs for union members and employees to return to their hometowns to celebrate Tet and return to their workplaces safely, conveniently and thoughtfully. Organize activities to celebrate Spring and Tet, visit and encourage union members and employees who are unable to return to their hometowns to celebrate Tet. In cases where many union members and employees do not return to their hometowns to celebrate Tet, consider organizing the program "Tet not far from home" or other appropriate forms of activities.
Organize the program "Tet Sum Vay - Xuan Ung Dang" or "Tet Union Market" in 2025 in accordance with the actual situation, ensuring safety, savings, efficiency, suitable for the conditions and resources of all levels of unions, units, enterprises and attracting many union members and employees to participate. There will be essential, quality goods and services at preferential prices, gift vouchers, products at "0 VND", discounts, organize cultural and sports activities, give gifts, health consultation, provide free medicine... for union members and employees.
Regarding the subjects and level of care and support, grassroots trade unions, based on existing resources, decide on their own subjects and levels of care for union members and employees.
For the Trade Union at the grassroots level, based on the number allocated by the Quang Ninh Provincial Federation of Labor to take care of union members and employees in difficult circumstances, if the number allocated by the Provincial Federation of Labor is not enough compared to reality, the units shall use the reserve fund and the existing regular operation fund to take care of union members and employees in difficult circumstances. The level of care shall not exceed VND 1,000,000/person (of which, cash shall not exceed VND 700,000 and in-kind shall not exceed VND 300,000). Units shall strengthen socialization work, create additional sources of revenue to proactively spend more, the higher spending part can be in cash or in-kind.
Regarding the program of Party, State, Vietnam General Confederation of Labor, and Provincial National Assembly Delegation visiting and giving gifts to union members and workers in especially difficult circumstances, Quang Ninh Provincial Confederation of Labor will have a separate implementation plan after having a specific plan from the Vietnam General Confederation of Labor.
Along with that, organize activities to take care of the spiritual life of union members and workers; promote "Celebrating the Party, Celebrating Spring", mobilizing union members and workers to celebrate Tet "Joyfully, safely, economically".
