Chairman of the Commune People's Committee fined up to 25 million VND for fire prevention and fighting

Article 14 of Decree 69/2026/ND-CP (effective from April 20, 2026) amends and supplements Clause 1, of Article 30 of Decree No. 106/2025/ND-CP stipulating penalties for administrative violations in the field of fire prevention, fighting and rescue as follows:

“1. The Chairman of the People's Committee of communes, wards, special zones (hereinafter referred to as commune level) has the power to:

a) Warning;

b) A fine of up to 25 million VND;

c) Suspension of operation for a definite term;

d) Confiscating exhibits of administrative violations;

d) Applying remedial measures specified in points a and k, clause 1, Article 28 of the Law on Handling of Administrative Violations.

Thus, from April 2026, the Chairman of the Commune People's Committee will be fined up to 25 million VND in the field of fire prevention and fighting.
