When is it recommended to integrate information into the ID card?

Article 22 of the 2023 Law on Identification stipulates the integration of information into identification cards and the use and exploitation of integrated information as follows:

1. Integrating information into the ID card is the process of adding information other than the identity information to the ID card's storage and is encrypted. Information is integrated at the request of citizens and must be authenticated through the national database and specialized database.

2. Information integrated into the ID card includes information on health insurance cards, social insurance books, driver's licenses, birth certificates, marriage certificates or other documents decided by the Prime Minister, except for information on documents issued by the Ministry of National Defense.

3. The use of information integrated into the identity card has the same value as providing information or using documents containing that information in performing administrative procedures, public services, transactions and other activities.

4. People request to integrate information into the ID card when needed or when issuing, changing, or reissuing the ID card.

5. The exploitation of integrated information encoded in the identity card is regulated as follows:

a) Use specialized equipment to exploit information integrated in the encrypted storage part of the identity card;

b) Use information on the ID card through specialized equipment to access and exploit integrated information through the National Population Database and the electronic identification and authentication system;

c) State agencies, political organizations, and socio-political organizations are allowed to exploit integrated information encoded in identity cards to perform assigned functions and tasks;

d) Organizations and individuals exploit the integrated information encoded in a citizen's identity card with the consent of that citizen.

6. The Government shall detail this Article; prescribe the order and procedures for updating and adjusting information on identity cards.

Thus, people can request to integrate information into the ID card when needed or when issuing, exchanging, or reissuing the ID card according to the above regulations.
