Level of financial support for care of people with disabilities

Office of Legal Consulting of Lao Dong Newspaper replied:

Clause 2, Article 20 of Decree 20/2021/ND-CP supports the lowest monthly care and nurturing expenses for each subject specified in Clause 6, Article 5 of this Decree (severely disabled people, especially severely disabled people according to the provisions of law on disabled people - PV) equal to the social assistance standard specified in Clause 2, Article 4 of this Decree multiplied by the corresponding coefficient according to the following provisions:

a) The monthly level of financial support for care for people with especially severe disabilities, people with severe disabilities who are pregnant or raising children under 36 months old is prescribed as follows:

- Coefficient 1.5 for people with especially severe disabilities, people with severe disabilities who are pregnant or raising a child under 36 months old;

- Coefficient 2.0 for people with extremely severe disabilities, people with severe disabilities who are pregnant and raising a child under 36 months old or raising two children under 36 months old or older;

In case a disabled person is eligible for different coefficients specified in this point, he/she will only be entitled to the highest coefficient;

In case both husband and wife are disabled and eligible for monthly care cost support as prescribed in this point, they will only be entitled to one care cost support.

b) In case a person with a particularly severe disability or a person with a severe disability is receiving social benefits as prescribed in Clause 6, Article 5 of this Decree but is pregnant or raising a child under 36 months old, he/she is still entitled to the care support fund as prescribed in Point a, Clause 2 of this Article.

c) Households directly caring for and raising each person with a particularly severe disability are entitled to a care support fund with a coefficient of one (1.0).

d) Households and individuals who take care of and nurture people with severe disabilities are supported with care costs with the coefficient specified as follows:

- Coefficient of 1.5 for cases of receiving care and nurturing for each person with extremely severe disabilities;

- Coefficient of 2.5 for cases of receiving care and nurturing for each child with extremely severe disabilities.

Clause 1, Article 1, Decree 76/2024/ND-CP (effective from July 1, 2024) stipulates: Amending and supplementing a number of articles of Decree No. 20/2021/ND-CP of the Government regulating social assistance policies for social protection beneficiaries as follows: "The standard level of social assistance applied from July 1, 2024 is VND 500,000/month".

Thus, depending on the level of disability, whether it is severe or extremely severe, and whether or not the person is pregnant or raising a child, the coefficient is multiplied by the social assistance standard of 500,000 VND/month to determine the level of financial support for the care of people with severe or extremely severe disabilities.
