Office of Legal Consulting of Lao Dong Newspaper replied:

Clause 6, Article 1, Circular 46/2024/TT-BCA of the Ministry of Public Security (effective from November 15, 2024) stipulates amendments and supplements to Article 11 of Circular 67/2019/TT-BCA of the Ministry of Public Security on Regulations on implementing democracy in ensuring traffic order and safety as follows:

“Article 11. Forms of People's supervision

1. People are monitored through the following forms:

a) Access to public information of the police force and on mass media;

b) Through monitoring entities as prescribed by law;

c) Directly contact and resolve work with officers and soldiers;

d) Results of handling cases, petitions, complaints, denunciations, recommendations and reflections;

d) Directly observe the work of ensuring traffic order and safety.

2. People's supervision must ensure the following conditions:

a) Do not affect the activities of officers and soldiers while on duty;

b) Not allowed to enter the area for performing official duties as prescribed in Clause 2, Article 4 of this Circular, except for people with related rights and obligations;

c) Comply with other relevant legal regulations"

Thus, compared to the old regulations, from November 15, 2024, people will no longer be able to monitor traffic police through recording devices, video recording devices or direct observation.
