Duties of the national university on organizing the apparatus and personnel from September 2025

The Lao Dong Newspaper Legal Consulting Office replied:

Clause 1, Article 3 of Decree No. 191/2025/ND-CP stipulates the functions, tasks and powers of national universities (effective from September 1, 2025), stipulates the organization and personnel as follows:

a) Management of the organization and personnel of national universities according to the provisions of law, the Regulations on the organization and operation of national universities and member higher education institutions;

b) Implement the personnel work process to report to the Ministry of Education and Training to submit to the Prime Minister for appointment and dismissal of the Chairman of the National University Council, Director of National University, Vice President of National University according to Party regulations and relevant laws;

c) Submit to the Ministry of Education and Training to recognize the national university council according to the Party's regulations and relevant laws;

d) Decide and report to the Prime Minister and the Ministry of Education and Training on the addition and replacement of members of the National University Council (except for the cases specified in Point b of this Clause);

d) Issue regulations on working regimes for lecturers and researchers according to the provisions of law applied in national universities to attract and promote high-quality human resources domestically and internationally;

e) Decision to sign labor contracts with prestigious domestic and foreign lecturers, scientists, and experts in accordance with the provisions of law to ensure the need for teaching and scientific research;

g) Decision to send civil servants of national universities to participate in the management and operation of enterprises under national universities in accordance with the provisions of law.

Thus, from September 1, 2025, the national university has the task of organizing the apparatus and personnel according to the above regulations.
