Lao Dong Newspaper Legal Consulting Office replied:
Clause 1, Article 10, consolidated text of Circular 08/VBHN-BNV dated October 27, 2022 of the Ministry of Home Affairs guiding the organization and operation of villages and residential groups, stipulates the duties of the village chief as follows:
a) Convene and chair village and residential group conferences; organize the implementation of tasks within the scope of the village and residential group that have been discussed and decided by the people; ensure the activities of the village and residential group according to the provisions of Article 5 of this Circular;
b) Mobilize and organize people to effectively implement grassroots democracy and village and residential group conventions approved by competent authorities;
c) Collect, reflect, and request the commune-level authorities to resolve the legitimate petitions and aspirations of the people in the village and residential groups. Timely report to the People's Committee at the commune level about violations of the law in the village and residential groups;
d) Make minutes of the results discussed and directly decided by the people of the village and residential group on the work of the village and residential group; make minutes of the results discussed and voted by the people of the village and residential group on the work within the scope of the commune level; report the results to the Chairman of the People's Committee at the commune level;
d) Coordinate with the Front Working Committee and socio-political organizations in villages and residential groups to mobilize people to participate in movements and campaigns launched by these organizations;
e) The first six months and the end of the year must report work results to the village and residential group conferences.
Thus, the duties of the village chief are prescribed as above.
