    The Lao Dong Newspaper Legal Consulting Office replied:

    Article 45 of the 2025 Law on Employment (effective from January 1, 2026) stipulates the use of the Unemployment Insurance Fund as follows:

    1. Pay unemployment insurance benefits.

    2. Payment of support in money or other support as prescribed in Clause 2, Article 30 of this Law.

    3. Health insurance payment for unemployment beneficiaries.

    4. Expenditures for organizing and operating unemployment insurance.

    5. Invest to preserve and grow the fund.

    Thus, from January 1, 2026, the use of the Unemployment Insurance Fund is regulated as above.
