The Lao Dong Newspaper Legal Consulting Office replied:
Clause 2, Article 11 of Decree 284/2025/ND-CP regulating the organization and operation of the defense inspectorate (effective from November 6, 2025), stipulates that the Chief Inspector of the Military Region has the following powers:
a) Direct the development, promulgation and implementation of the inspection plan;
b) Decide on inspection when detecting signs of law violations and be responsible to the Military Region Commander for its decision;
c) Propose the Military Region Commander to suspend the execution of a decision with illegal content discovered through an inspection by an agency or unit under the direct management of the military region;
d) Proposal to the Military Region Command to resolve issues related to inspection work; in case the proposal is not accepted, it shall be reported to the Chief Inspector of the Ministry;
d) Recommend to the Military Region Command to consider responsibilities and handle people under the management authority of the Military Region Command who have committed violations of the law discovered through inspection or do not implement the conclusion or decision to handle the inspection; request the head of the agency or organization to review responsibilities and handle people under the management authority of the agency or organization who have committed violations of the law discovered through inspection or do not implement the conclusion or decision to handle the inspection;
e) Propose to competent state agencies to amend, supplement, and promulgate regulations in accordance with management requirements; propose to suspend or cancel illegal regulations discovered through inspection work;
g) Propose to competent authorities to decide to suspend disciplinary action, transfer work of commanders of agencies and units under the Military Region to those who are subjects of inspection if the enforcement of that decision is found to be an obstacle to inspection;
h) Report to the Military Region Commander and Chief Inspector of the Ministry on inspection work within the scope of their responsibilities;
i) Inspect the responsibilities of heads of agencies and units under the management of the Military Region Command in implementing the law on receiving citizens, handling complaints and denunciations and preventing and combating corruption, waste and negativity;
k) Sanction administrative violations or recommend competent authorities to sanction administrative violations according to the provisions of the law on handling administrative violations.
Thus, the Chief Inspector of the Military Region has the authority as prescribed above.
