Candidates struggle to find ways to register for the exam
On February 23, 2025, the Institute of Digital Training and Testing under Hanoi National University opened a portal to receive candidates' applications for the 2025 competency assessment exam (HSA).
The online registration portal will open from 9:00 a.m. on February 23, 2025 to 4:30 p.m. on March 2, 2025 for 6 exams taking place in 10 provinces and cities and 16 exam locations.
This morning, Khanh Huyen - a 12th grade student at Tran Hung Dao High School (Ha Dong District, Hanoi) - was on duty on the computer very early, waiting for the time to register for the competency assessment exam.
According to the schedule, at exactly 9:00 a.m., Hanoi National University opened the exam registration portal. However, Khanh Huyen said that she could not log into the system for the first 40 minutes.
"There was only one student in the whole class who had registered successfully. The rest, everyone hung up" - the female student shared and said that after nearly 3 hours of being on duty at the machine, she successfully registered.
Ms. Pham Thi Minh (Hoan Kiem District, Hanoi) - a parent with a child in grade 12 - also complained about the overload of candidates accessing the system, causing her child to be unable to register for the exam successfully.
"At 11:30 a.m., my child still could not register. Access to the system is constantly pushed out 5-6 times. When my child accessed the system, the license was gone" - Ms. Minh said.
Over 250,000 users access to register for the competency assessment test
Talking to Lao Dong on the morning of February 23, Mr. Nguyen Tien Thao - Chairman of the Examination Council - confirmed that there was a situation where candidates could not access the website to register for the exam this morning. The reason is that the number of accounts accessing the homepage to register for the exam is very large.
"The monitoring system records that from 9:00 to 10:47 there are always over 250,000 users accessing the homepage https://hsa.edu.vn and 121,055 candidate accounts logged in to choose the exam questions.
A large number of candidates log in and request questions, leading to online congestion. Candidates have to wait about 30 to 60 minutes to choose the exam location and the exam questions" - Mr. Thao informed.
Regarding the registration scale, Mr. Thao said that the number of designed seats to serve candidates in 2025 is expected to be 85,000 seats. In 2025, the exam registration system will only allow candidates to choose 1 exam in the period from February 23 to March 2, 2025 to create opportunities for many candidates to access the Hanoi National University's competency assessment exam.
The second round will be selected after March 3, 2025 if there are still vacant seats and the principle is that the two rounds must be at least 28 days apart.
"By 11:50 a.m. the same day, the Statistical Competency Assessment Council had received 89,196 exams, reaching 99.8% of the exam scale (90,000 test positions in 2025). Most exam locations and exams have had enough seats right from the first registration portal opening day and the probability of choosing the second exam will be very low" - Mr. Thao said.
The Chairman of the Competency Assessment Council said that candidates have 96 hours to complete the exam fee payment. After the above period, the registered exam will be automatically canceled if the candidate does not pay the fee.
Candidates can also cancel their exam to choose a new exam if they want. However, after canceling the exam, candidates must wait 1 hour to re-ells the exam (if there is still an empty space), canceling the second time must wait 4 days to choose a new exam, canceling the third time must wait 7 days to be able to choose a new exam.
The exam council will review candidate data after 96 hours to prepare data for the first exam taking place on March 15 and 16, 2025. The application form for the first round will be sent to candidates via registered email 7 days before the exam. Candidates can also check information about the fee payment status, registration number, exam room, exam location on their HSA account 5 days before the exam.
