Official dispatch No. 3550/CD-BVHTTDL sent to the Directors of the Department of Culture, Sports and Tourism (DTC), Department of Culture and Sports (DTC), Department of Tourism in provinces and cities such as Quang Ninh, Hai Phong, Hung Yen, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Hue, Da Nang, Quang Ngai, Lao Cai, Lai Chau, Dien Bien, Son La, Tuyen Quang, Cao Bang, Lang Son, Thai Nguyen, Phu Tho, Bac Ninh, Hanoi; Heads of agencies and units under the Ministry.
Accordingly, implementing the Prime Minister's Official Dispatch No. 112/CD-TTg dated July 19, 2025 on focusing on responding to storm No. 3 in 2025, the Ministry of Culture, Sports and Tourism requests Directors of Departments of Culture, Sports and Tourism in the above localities to proactively monitor the situation and developments of the storm.
Closely coordinate with competent authorities and local authorities in the area to review and inspect all tourist accommodation establishments, tourist areas and spots, especially coastal areas, islands, and areas at risk of landslides and flash floods.
Departments need to coordinate in organizing propaganda and relocating and evacuating tourists to safe places; counting, informing, guiding ships and means of transport operating tourism at sea to know, not to enter or exit dangerous areas or to safe shelters.
Develop specific flood response plans, deploy evacuation and shelter measures, ensure safety for tourists, especially international tourists.
Strengthen inspection, review, and implementation of plans to ensure safety for people and property at cultural and sports institutions, historical - cultural relics, scenic spots, tourist areas, and spots in the area.
Based on the actual situation and the impact of storms and floods to proactively decide or advise competent authorities to temporarily suspend entertainment, recreation and tourism activities in the locality.
Heads of units under the Ministry in the above localities closely monitor forecast information and developments of storms, rain and floods to deploy response plans, ensure safety for people and property managed by the unit, and activities organized by the unit; advise civil servants, public employees, and workers to limit going out during storms and floods.
The Construction Investment Project Management Board directs contractors to deploy measures to ensure safety for construction works, prepare available forces, vehicles, and materials to respond to and overcome the consequences of storms and floods (if any).
Directors of the Departments of Culture, Sports and Tourism, Heads of units under the Ministry in the above localities should organize a serious on-duty, promptly inform and report to the Ministry of Culture, Sports and Tourism on the situation of storm response and damage occurring in the sector's management during and after storm No. 3 Wipha (if any).
