According to Resolution No. 60-NQ/TW, dated 12.4.2025 of the 11th Conference of the Central Committee of the Party Central Committee XIII, three provinces including Ha Nam, Ninh Binh and Nam Dinh consolidated. The name of the province after merging is expected to be called Ninh Binh, the political - administrative center is expected to be located in Ninh Binh province.
According to Nam Dinh City Web Portal, from 1945-1956, Nam Dinh was a city directly under the Central Government. On September 3, 1957, merging Nam Dinh city into Nam Dinh province, a province of Nam Dinh province.
On April 21, 1965, the National Assembly Standing Committee issued Resolution No. 103-NQ/TVQH, merging two provinces of Nam Dinh and Ha Nam Thanh Nam Ha province.

After the reunification of the country, on December 27, 1975, the V National Assembly decided to consolidate Nam Ha and Ninh Binh province, called Ha Nam Ninh. Administrative office is located in Nam Dinh city.
In 1977, Ha Nam Ninh merged districts and communes - including: Nho Quan and Gia Vien Thanh district Hoang Long district; Yen Mo and 10 communes in Yen Khanh Thanh district; Kim Son and 9 communes of Yen Khanh Thanh district; Gia Khanh and Ninh Binh Town Thanh Thanh district.
On December 26, 1991, the 8th National Assembly of the 10th session issued a resolution to divide Ha Nam Ninh into two provinces of Nam Ha and Ninh Binh. Nam Ha province has administrative headquarters located in Nam Dinh city.
Meanwhile, on April 1, 1992, Ninh Binh province was officially re -established and put into operation, including 7 administrative units, namely Ninh Binh town, Tam Diep town and Hoang Long, Hoa Lu, Gia Vien, Tam Diep and Kim Son districts.
Next, on November 6, 1996, the 9th National Assembly separated Nam Ha provinces in Nam Dinh and Ha Nam provinces. Since then, the two provinces have been operating independently.
As of 2024, Ninh Binh has an area of 1387.5 km2, with 8 administrative units including Ninh Binh, Tam Diep, Nho Quan, Gia Vien, Hoa Lu, Yen Mo, Yen Khanh and Kim Son.
Nam Dinh has an area of 1,668 km2, including 9 administrative units, namely Nam Dinh City, Hai Hau District, Y Yen, Nam Truc, Nghia Hung, Truc Ninh, Giao Thuy, Xuan Truong and the case.
Meanwhile, Ha Nam province has an area of 859.5 km2, including Phu Ly city and Duy Tien, Kim Bang, Ly Nhan, Thanh Liem and Binh Luc districts.
