According to Resolution No. 1318/NQ-UBTVQH15 of the Standing Committee of the National Assembly, Hoa Lu city was established on the basis of merging the entire Hoa Lu district and the entire Ninh Binh city. This Resolution takes effect from January 1, 2025.
Hoa Lu is located in the center of Ninh Binh province, connecting the Red River Delta with the North, North Central, and Northwest. The city is located in the economic quadrangle of Hanoi - Hai Phong - Quang Ninh - Thanh Hoa.
With a total natural area of over 150 km2 and a population of nearly 300,000 people, Hoa Lu city possesses many historical and cultural relics and unique and attractive natural landscapes.
Hoa Lu City, after its establishment, will be a special city of Vietnam, possessing the World Cultural and Natural Heritage - Trang An Scenic Landscape Complex. This is also the first city with a "dual" heritage of Vietnam and Southeast Asia.
Mr. Dinh Van Tien - Secretary of the City Party Committee shared that Hoa Lu city plays the role of the political - administrative, economic, cultural, historical, and tourist center of the province and is a national cultural - historical and tourist center with international significance. Hoa Lu is a traffic hub, of important significance in terms of national defense and security, creating opportunities to form functions that are driving forces for development such as industry, services - trade, tourism, etc.
"With the goal of continuing to improve the criteria of a type I urban area, from now until 2030, Hoa Lu city will focus on investing, upgrading, renovating and building new green buildings.
In addition, the functional areas of the urban area and new urban areas are planned and designed according to a green model, applying high and smart technology. At the same time, continue to accelerate the progress of completing the investment in building urban infrastructure. Focus on investing in key projects that have a strong influence on the development of the city's transport network system according to the urban development orientation" - Mr. Tien shared.
Mr. Pham Quang Ngoc - Chairman of Ninh Binh Provincial People's Committee said that the establishment of the new Hoa Lu city is an event of special significance, decisive and a breakthrough for socio-economic development, promoting the potentials, cultural and historical values of the locality, and is the driving force for economic development of the province. This also meets the legitimate aspirations of the Party Committee, government and people in Ninh Binh province, demonstrating the unity, determination and perseverance of the Party Committee, government and people of Ninh Binh province over many terms.
