On the evening of March 12, the Department of Culture, Sports and Tourism of Soc Trang province coordinated with the People's Committee of Vinh Chau town to organize the opening ceremony of the Sea enhancement Festival ( chroi rum Chek) and receive the certificate of recognition of the National Intangible Cultural Heritage.

The Phuoc Bien Festival has a history of formation of more than 300 years, usually taking place around the middle of the second lunar month every year.
The festival has a sacred meaning, praying for national peace and prosperity, favorable weather and wind, remembering the ancestors' merits in the land and settling, thanking the sea for the fish and shrimp gifts, thanking the fertile alluvial land for bringing a bumper harvest and thanking all the good things that have brought a prosperous and happy life to the people of Vinh Chau.
The 2025 Phuoc Bien Festival takes place on March 12 and 13, including traditional Khmer Buddhist rituals along with vibrant cultural and sports activities such as volleyball, tug of war, handball dancing, purplebuy and photo exhibition.
The Phuoc Bien Festival was officially recognized by the Ministry of Culture, Sports and Tourism as a National Intangible Cultural Heritage on March 5, 2025. To date, Soc Trang has 9 national intangible cultural heritages.
