On April 3, the People's Committee of Phu Tho province issued an urgent document No. 1539/UBND-KGVX on the implementation of the Special Notice on the Funeral of former President of the Lao People's Democratic Republic Khamtay Siphandone.
The document clearly stated and implemented a special statement of the Central Committee of the Communist Party of Vietnam, the National Assembly of the Socialist Republic of Vietnam, the President of the Socialist Republic of Vietnam, the Government of the Socialist Republic of Vietnam, the Central Committee of the Vietnam Fatherland Front on the former national funeral of the President of the Lao People's Democratic Republic Khamtay Siphandone, Pursuant to the Decree No. 105/ND-CP of the Government; The People's Committee of Phu Tho Province requested agencies and offices in the province to hang flags in 2 days 4.4.2025 and May 5.4.2025.
In Phu Tho province, during the two days of National Day, agencies, units, organizations, individuals, and entertainment and recreation establishments stopped and postponed the organization of art programs, entertainment and public entertainment activities.

Comrade Khamtay Siphandone; born on February 8, 1924; former Chairman of the Central Executive Committee of the Lao People's Revolutionary Party, former President, former Prime Minister, former Deputy Prime Minister, former Minister of National Defense of the Lao People's Democratic Republic passed away at 10:30 a.m. on April 2, 2025, at the age of 101.
In order to show mourning, Mr. Khamtay Siphandone and originated from the special relationship between Vietnam and Laos, the Central Committee of the Communist Party of Vietnam, the National Assembly of the Socialist Republic of Vietnam, the President of the Socialist Republic of Vietnam, the Government of the Socialist Republic of Vietnam and the Central Committee of the Vietnam Fatherland Front decided to mourn Khamtay Siphandone from the 4th and 4th National Mourning on 5.4.2025.
