On the morning of October 31, the People's Committee of Son Thuy commune (Le Thuy district, Quang Binh province) announced that a drowning incident had just occurred, causing the death of two children.
The victims were twin brothers V.V.Q. and V.V.T (born in 2022, residing in Vinh Quang village, Son Thuy commune).
At around 4am the same day, the family woke up, cleaned the house, and dealt with the aftermath of the flood. At this time, the water in front of the yard was about 40cm deep.
Because the family did not close the door, the two children followed. At around 5:00 a.m. that same day, relatives discovered the two children dead in the flooded area in front of the house.
Upon receiving the news, local authorities came to encourage and support the family in funeral arrangements.
