The Government Office issued Notice No. 125/TB-VPCP dated March 19, 2025 on the conclusion of Prime Minister Pham Minh Chinh - Head of the Steering Committee at the 16th Session of the State Steering Committee for important national projects and works, key to the transport sector.
Directing on capital allocation for a number of projects, the Prime Minister requested ministries, branches and localities to urgently allocate and assign details of the entire 2025 capital plan that has been assigned before March 15, 2025.
For the capital not yet allocated after March 15, 2025, the Ministry of Finance will recover it to arrange for key projects and projects that need additional capital to speed up the implementation progress.
The Ministry of Finance reviews and balances central capital sources to support Ha Giang, Tuyen Quang and Dong Thap provinces to ensure sufficient capital to complete the two projects of Tuyen Quang - Ha Giang Expressway and An Huu - Cao Lanh Expressway in 2025. The issue of capital balance is based on the principle of harmony, sharing, and suitability with central and local resources.
Lang Son province reviews and decides according to its authority to adjust the increase of state capital participating in the Dong Dang - Tra Linh project, in case of capital difficulties, and reports to the Prime Minister for consideration and decision.
The Prime Minister concluded that the goal of completing 3,000 km of highways and 1,000 km of coastal roads by 2025 is a particularly important political task to celebrate the country's major holidays.
The time from now until December 31, 2025 is only about 10 months, while the workload is still very large. Therefore, the Prime Minister requested ministries, branches and localities to seriously review and urgently implement key tasks to complete the goal of the movement "500 days and nights of emulation to complete 3,000 km of expressway", especially in projects in the group of behind schedule and having difficulties and problems.
The Prime Minister directs a number of expressway projects as follows:
Ho Chi Minh City and Tay Ninh Province speed up the preparation and approval of the Feasibility Study Report for the Ho Chi Minh City - Moc Bai Expressway Project, to be completed in March 2025.
Binh Phuoc province and Dak Nong province urgently implement the direction of Deputy Prime Minister Tran Hong Ha in Official Dispatch No. 1215/VPCP-CN dated February 15, 2025, speeding up the completion of procedures to start the Gia Nghia - Chon Thanh expressway project on April 30, 2025.
Hoa Binh province urgently submitted for approval the investment policy for the Hoa Lac - Hoa Binh project, to be completed in March 2025.
Ninh Binh province urgently completes procedures to start the Ninh Binh - Hai Phong expressway project through Ninh Binh in April 2025 as committed.
Thai Binh provinces and Hanoi city speed up the bidding process to select investors to start construction in April 2025 for the Ninh Binh - Hai Phong expressway project through Nam Dinh and Thai Binh and start construction in May 2025 for the Ring Road 4 Component Project 3 - Hanoi Capital Region.
Hai Phong City proactively implements the Ninh Binh - Hai Phong project through Hai Phong, promptly proposing if there are difficulties and problems.
Hanoi City decides under its authority to adjust the total investment between component site clearance projects of the Hanoi Ring Road 4 project, ensuring that it does not exceed the preliminary total investment approved by the National Assembly; no corruption, negativity, waste.
