This is one of 10 key projects being directly monitored and directed by Chairman of Ho Chi Minh City People's Committee Phan Van Mai to remove difficulties, speed up progress, and avoid wasting resources.
The project to build these four routes, including Tran Bach Dang, To Huu, Nguyen Thien Thanh and Bui Thien Ngo (coded R1, R2, R3, R4), is about 12km long, with a total investment of VND8,256 billion.
The project was started in February 2014, invested by Dai Quang Minh Real Estate Investment Joint Stock Company under the BT (build-transfer) form. According to the plan, the project will be completed after 36 months, creating momentum for the development of Thu Thiem New Urban Area and attracting investment.
However, in February 2018, the project stopped construction when it was 88% complete due to difficulties in site clearance.
Actual records on December 6 show that Tran Bach Dang Street (R1) is 3.4km long, 55m wide, has six lanes, and is still unfinished.
A section through Lan Anh villa area is “bottlenecked” due to unfinished land clearance. The section connecting to Tran Nao street is also littered with unfinished bridge construction, with grass growing wildly on both sides of the road.

To Huu Road (R2) is 3km long, with a cross-section of 29.2m, and has been largely completed, but the final section connecting Tran Nao and Luong Dinh Cua streets is still unfinished. Here, construction materials are rusting and weeds cover the construction site.
Nguyen Thien Thanh Street (R3) is 3km long, with a cross-section of 28.1m, running along the Saigon River. However, the section from Thu Thiem Church to Thu Thiem Tunnel is not yet completed.
The 2.5km long Bui Thien Ngo route (R4), connecting Nguyen Thien Thanh through Sala urban area to Mai Chi Tho avenue, has been completed and put into use.

According to the HCM City Traffic Construction Investment Management Board, the main reason for the delay is that the Thu Duc City People's Committee has not completed site clearance work so that investors can continue construction of the remaining items.
The project has not yet been appraised and approved by the competent authority to adjust the investment project (adjust project implementation time, adjust basic design...); adjust the BT contract.

Mr. Tran Thanh Phong - Deputy Head of the Compensation and Site Clearance Board of Thu Duc City said that currently the project is still stuck with 9 land clearance cases.
These households have not agreed to hand over the land due to a dispute over land boundaries, claiming that the land area is outside the Thu Thiem New Urban Area.
Thu Duc City has completed the compensation dossier and is working with relevant parties to resolve the disputes. Recently, the Government Inspectorate has also stepped in, established an inspection team and coordinated meetings with citizens to resolve the problems.
To speed up the progress of projects, Thu Duc City has established a steering committee to remove difficulties for long-term projects, including the project to build 4 main roads in Thu Thiem New Urban Area.
"In the coming time, Thu Duc City will continue to mobilize people to hand over land to investors, in order to soon complete these roads," said Mr. Phong.
