The Chu Van An road project in Quang Ngai city - the section from Hai Ba Trung to Ngo Si Lien is 876m long, but after 9 years of construction, it is still unfinished.

Investor lacks expertise

The project started in 2012, when the People's Committee of Quang Ngai province decided to invest in the Chu Van An road project (connecting Hai Ba Trung - Hung Vuong road) and Nam Hai Ba Trung residential area with a total investment of about 320 billion VND.

The project was initially assigned to the People's Committee of Quang Ngai City as the investor. In 2015, the People's Committee of Quang Ngai Province transferred both the road and the residential area to Quang Ngai Investment, Construction and Service Trading Company Limited (QISC) as the investor. After officially starting in 2016, the 876m road began construction, but in 2020, the People's Committee of Quang Ngai Province transferred the project to Quang Ngai City as the investor.

According to the conclusion of the Quang Ngai Provincial Inspectorate in 2023, the reason for the delay in the project is that there is no regulation allowing QISC Company to be assigned to manage and use State budget capital to invest in and construct works and residential areas that the company will later manage and exploit. Therefore, the transfer from the Provincial People's Committee Chairman of Quang Ngai City to QISC Company as the investor of the Hai Ba Trung Southern Residential Area project and the Chu Van An Road project (from Hung Vuong to Hai Ba Trung) has no legal basis and is not in accordance with the functions and tasks of the company. The fact that QISC Company organized the work of preparing the compensation plan itself but lacked experience and expertise led to delays in compensation work, so the project progress was not implemented on schedule and the project progress had to be adjusted.

Many violations

Also according to the conclusion of the Quang Ngai Provincial Inspectorate in 2023, QISC Company, the investor from 2015 to 2020, did not have the capacity to manage and implement the project; did not have expertise in preparing compensation and resettlement plans to implement the project, leading to many violations. QISC Company, the Provincial Land Fund Development Center, and the Quang Ngai City Land Fund Development and Investment Management Board lacked coordination and were not resolute in implementing the project, leading to the project not being completed.

Speaking to Lao Dong Newspaper reporters, a representative of the Quang Ngai City Land Fund Development and Investment Project Management Board said that the above project has only had an inspection conclusion for the site clearance compensation and construction part of QISC Company. As for the planning work, the Provincial Inspectorate has not yet concluded because the Provincial Inspectorate is inspecting Quang Ngai City on all detailed planning projects 1/500, including the above project. Therefore, we have to wait for the Provincial Inspectorate to conclude on the planning, then the Department of Construction will consider the content of the request to adjust the project implementation time, so for now, the implementation of the above project must be stopped.
