Transfer 3 cases to the police
The Bac Ninh Provincial Inspectorate has just reported on the results of internal affairs, anti-corruption and anti-negativity work in the first 9 months of the year; directions and tasks for the last 3 months of 2024.
According to the report, in the first 9 months of the year, Bac Ninh province has fully implemented programs and plans for anti-corruption work.
Provincial departments, branches, sectors, Party committees at all levels, and local authorities have issued and revised 468 legal documents, programs, and plans to implement anti-corruption and negativity work in 2024.
During the reporting period, 155 legal dissemination sessions on anti-corruption and negativity were organized for 7,476 cadres, civil servants and workers in the province.
In 9 months, agencies and units in the province have carried out 30 inspections of responsibility for implementing laws on negative anti-corruption.
Thereby, 3 cases with signs of corruption were handled and transferred to the police.
In particular, there was a case at Thuan Thanh Paper Company showing signs of violating regulations on land management in Article 229 of the 2015 Penal Code, causing consequences for households signing capital contribution contracts and transferring land use rights without being granted land use rights according to regulations; affecting urban construction order in the area.
Mobilizing capital contribution of 54.5 billion VND when not qualified
According to the reporter's investigation, the Inspection Conclusion shows that Thuan Thanh Paper Company has implemented investment cooperation contracts, capital contribution contracts, technical infrastructure investment capital contribution contracts, land use right transfer contracts, and land allocation to households to build works to collect more than 54.5 billion VND at the Housing Project for sale in Ho town (Thuan Thanh town) when the Provincial People's Committee has not yet decided to change the land use purpose, and the land use fee has not been determined.
At the same time, using mobilized capital is not in accordance with regulations; there are signs of violating regulations on land management according to the 2015 Penal Code.
In addition, the company did not issue invoices, did not declare and pay value added tax, corporate income tax, individuals did not declare and pay personal income tax when performing contracts, signing transfer contracts, capital contribution contracts according to regulations...
Regarding construction order management, the inspection team pointed out that the company allowed individuals to build 70 projects and construction items that were not in accordance with land use purposes and construction planning...
The Inspectorate of Bac Ninh province affirmed that the responsibility for the above violations belongs to Thuan Thanh Paper Company, Ho Ward People's Committee, Urban Management Department, Department of Natural Resources and Environment, Thuan Thanh Town People's Committee, Department of Construction, Department of Natural Resources and Environment.
