In document No. 1170/UBND-XDCB, the Chairman of the People's Committee of Bac Ninh province requested investors and construction contractors to urgently prepare a project settlement file and send it to the same-level Finance agency for examination, submit to the competent authority for approval of the project settlement to ensure compliance with regulations, and complete before May 15, 2025.
The projects under construction are requesting the People's Committees at the district and commune levels to continue directing investors and contractors to urgently speed up the completion and disbursement of capital (especially for key projects in the province).
For projects that have selected contractors but have not started construction, investors urgently review and work with contractors to supplement the Contract Appendix on implementation time, determine technical stops and temporarily suspend construction pending specific instructions.
For projects that have approved projects but have not yet selected contractors and projects have approved investment policies, investors, and related units, the implementation will be temporarily suspended until further direction from competent authorities.
According to Lao Dong's research, Conclusion 127 of the Politburo and the Secretariat on the arrangement of the apparatus of the political system, including developing a project to merge a number of provincial-level administrative units, not district-level organizations, continuing to merge commune-level administrative units.
Recently, the Chairman of the People's Committee of Bac Ninh province also requested departments, branches and sectors to temporarily suspend recruitment, planning, nomination, and appointment to higher positions.
Bac Ninh province currently has 8 district-level administrative units, including 4 districts, 2 towns and 2 cities; 121 commune-level administrative units, including 66 communes, 50 wards and 5 towns.
After the arrangement and streamlining, the specialized agency under the People's Committee of Bac Ninh province currently has 12 departments and branches with 72 departments and 6 departments and branches.
There are 3 other administrative organizations including the Office of the National Assembly Delegation and the Provincial People's Council, the Industrial Park Management Board, the Provincial Public Administration Service Center with 21 departments and branches.
Administrative organizations at the district level have 80 specialized departments and 496 public service units. From December 2024 to present, the whole province of Bac Ninh has reduced 174 heads of agencies and units.
