The National Civil Defense Steering Committee has just issued a telegram on the operation of the reservoir to ensure safety for downstream. The dispatch sent to the People's Committees of provinces and cities from Nghe An to Quang Ngai and ministries and branches stated that in the last days of October 2025, heavy rains caused unprecedented floods on two rivers in Hue city and Da Nang, causing great damage to people and property. Proactively operating to create flood prevention capacity and flood reduction for downstream has contributed significantly to reducing floods and not increasing flooding for downstream.
According to the forecast of the National Center for Hydro-Meteorological Forecasting, from the evening of November 1 to the evening of November 3, the area from Ha Tinh to Da Nang city and the east of Quang Ngai province will have heavy to very heavy rain with rainfall in Hue city, Da Nang city and the east of Quang Ngai province, generally 300 500mm, locally over 750mm; in Ha Tinh and Quang Tri areas, generally 200-350mm, locally over 500mm; in the south of Nghe An province and the west of Quang Ngai, there will be moderate rain, heavy rain with common rainfall of 70-150mm, locally very heavy rain over 250mm.
According to the initial assessment of the National Center for Hydro-Meteorological Forecasting, around November 5, storm No. 13 will enter the East Sea; around November 7, the storm will move into the mainland of our country, the focus area affected from Da Nang city to Khanh Hoa; the storm may cause strong winds and heavy rain in the central Central and South Central regions from the night of November 6 to November 9, 2025.
To reduce flooding downstream and ensure safety of works in situations of prolonged rain and floods, contributing to minimizing damage to people and property, the National Civil Defense Steering Committee recommends that ministries and People's Committees of provinces and cities from Nghe An to Quang Ngai, according to their assigned tasks, focus on directing:
The owners of the reservoirs urgently operate and regulate inter-reservoirs, irrigation reservoirs, and hydropower plants to ensure priority in allocating flood prevention capacity for downstream; closely monitor the development of floods, safety of works, flow to the reservoir, upstream and downstream water levels of the reservoir to promptly report when unusual situations occur.
Timely notify local authorities, people in downstream areas, organizations operating on rivers and along rivers; aquaculture facilities, water transport vehicles; ferry terminals and vertical boats to proactively take preventive measures to ensure the safety of people and property during operation.
The agency seriously and regularly reports to the National Civil Defense Steering Committee (through the Department of Dyke Management and Natural Disaster Prevention and Control - Ministry of Agriculture and Environment) and relevant agencies according to regulations.
