The Chairman of the Hanoi People's Committee has just sent a telegram to the Directors, Heads of the city's departments, branches and sectors; Chairmen of the People's Committees of wards and communes on proactively and focusing on responding to storm No. 3 in the city.
According to the National Center for Hydro-Meteorological Forecasting, on the morning of July 19, Typhoon WIPHA entered the northeastern sea area of the North East Sea and became the third storm in 2025, with an intensity of level 10, gusting to level 12. It is forecasted that the storm will continue to strengthen, move quickly, the scope and intensity of impact will be very wide and dangerous. In Hanoi, on the afternoon of July 19, strong winds and heavy rain were recorded, causing local flooding and many trees to fall.
"This is a very strong storm, moving quickly, the range and intensity of the impact is very large and dangerous," the telegram stated.
Therefore, in order to proactively respond to storms, the risk of flash floods, landslides and inundation; ensuring the safety of people's lives and property, the Chairman of the Hanoi People's Committee requested:
Directors, Heads of the city's departments, branches and sectors; Chairmen of People's Committees of wards and communes: Urgently strictly implement Official Dispatch No. 112/CD-TTg; direct, inspect, urge and effectively organize the implementation of response work to storms and possible natural disasters;
Organize a 24/24-hour duty; promptly compile and report the natural disaster situation, prevention and overcoming of consequences to the City People's Committee (through the Office of the City Steering Committee for Natural Disaster Prevention and Control and Search and Rescue); be responsible to the People's Committee and the Chairman of the City People's Committee for natural disaster prevention and control in the area and areas under his responsibility.
Chairmen of People's Committees of wards and communes: Closely monitor storm developments, regularly notify and instruct people to proactively prevent and minimize damage; deploy forces to inspect and review residential areas along rivers, low-lying areas, areas at risk of flooding and landslides to proactively plan to protect, sanitize the environment, prevent epidemics; review each household in dangerous areas, promptly detect unusual signs to evacuate people.
Urgently establish and complete the Commune-level Civil Defense Command according to regulations.
Be ready to organize forces to guard, control, support, and guide to ensure safe traffic at areas with deep flooding, fast-flowing water, and landslide risk; review plans to arrange forces, materials, and means to respond, ensure smooth traffic on main roads during heavy rain; proactively drain water, protect production, industrial parks, urban areas, and concentrated residential areas.
Director of the Department of Agriculture and Rural Development: Closely monitor and supervise weather conditions, timely warnings; direct natural disaster prevention and control work according to functions and tasks.
Direct and guide irrigation development investment companies (Song Nhue, Song Day, Hanoi, Song Tich) to coordinate with the People's Committees of wards and communes to review and operate buffer water drainage works and flood prevention plans in the suburbs; ensure the safety of dykes and irrigation.
Director of the Department of Construction: Direct Hanoi Green Tree Park Company Limited, Hanoi Drainage Company Limited, Urban Lighting and Equipment Company Limited and related units to prepare safety plans, respond to storms; review infrastructure works, construction works; clean up broken trees and fallen trees due to strong winds and heavy rain on the afternoon of January; promptly deploy remedial measures to ensure smooth traffic.
Commander of the Hanoi Capital Command: Direct forces to be ready to coordinate with localities and related forces to respond to and overcome the consequences of natural disasters, search and rescue.
Director of Hanoi City Police: Direct commune and ward police to be ready to support people in preventing and overcoming the consequences of incidents, natural disasters, and rescue when situations occur.
Director of Hanoi Radio and Television Station; Editor-in-Chief of Hanoi Moi Newspaper, Economic and Urban Newspaper: Coordinate with competent authorities to strengthen propaganda, raise awareness and skills in natural disaster prevention, especially storm No. 3; update information, report information promptly and accurately so that people can grasp and proactively respond appropriately.
Other departments, branches and sectors: According to assigned functions and tasks, proactively direct and organize the implementation of natural disaster prevention and control in the field of management; coordinate and support localities when situations occur.
