On the morning of July 19, 2025, Typhoon WIPHA entered the East Sea and became the third storm of 2025; currently the storm has an intensity of level 11-12, gusts of level 15. The storm is forecast to make landfall while the tidal water level in coastal areas from Quang Ninh to Nghe An is during high tides, directly affecting the safety of sea dykes and riverbank dykes. At the same time, the storm caused widespread heavy rain, the possibility of flooding on the river system (while the water level of large reservoirs was basically approximately the highest water level before the flood, the water level of the Red River and Thai Binh River systems was at a high level), which could affect the safety of dykes in the provinces and cities in the Northern and North Central regions.
To ensure the safety of the dyke system and proactively respond to storm No. 3 and floods after the storm, the Ministry of Agriculture and Environment requests the People's Committees of provinces and cities to direct relevant agencies and units to urgently implement a number of the following contents:
Strictly implement Official Dispatch No. 112/CD-TTg dated July 19, 2025 of the Prime Minister, Official Dispatch No. 4594/CD-BNNMT dated July 19, 2025 of the Ministry of Agriculture and Environment on responding to storm No. 3 and heavy rain.
Check, review and implement in practice the plan to protect dykes and protect key dyke areas, locations where incidents have occurred but have not been handled or remedied, and unfinished dyke works to ensure safety, especially for dykes facing the sea in areas where the storm has made landfall (including urgently completing reinforcement of locations at risk of insecurity before the storm makes landfall).
Strengthen inspection of sea dykes and river dykes, strictly implement patrolling and guarding to protect dykes during the flood season according to the provisions of Circular No. 01/2009/TT-BNN dated January 6, 2009 of the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment) to promptly detect and handle incidents and situations that may occur right from the first hour.
Prepare human resources, materials, means, and equipment to protect the dykes; at the same time, inspect the actual preparation work and proactively respond to incidents and situations that may arise according to the "4 on-site" motto, ensuring safety for dykes.
Notify owners of vehicles, works, people and deploy plans to ensure safety for people, property, infrastructure works, ... for activities in coastal areas and on riverbanks. Ready to evacuate households in dangerous areas, especially coastal areas, outside riverbanks (areas without protective dykes),...
Closely monitor the developments of storms, floods, and the situation of the dyke system, promptly report dyke incidents to the Ministry of Agriculture and Environment (through the Department of Dyke Management and Natural Disaster Prevention and Control) for coordination and direction.
