Not clear about regulations on humanitarian aid spending
In April 2023, Ms. L.T.B (residing in Quy Thien village, Hai Quy commune, Hai Lang district, Quang Tri province) was crossing the street when she was hit by an electric bicycle. Ms. L.T.B fainted and was taken to the hospital by her family for 2 days of treatment, but did not survive.
Ms. L.T.B's family completed the funeral procedures according to regulations, and the cause of the accident was later clarified by the authorities.
Nearly a year later, in June 2024, Mr. Le Van Son (Ms. L.T.B's son) received information that his mother's traffic accident would be covered by humanitarian aid. After that, Mr. Son was guided by the Quang Tri Provincial Traffic Safety Committee and the insurance company to prepare documents and complete procedures.
Nearly a week ago, authorized by the Motor Vehicle Insurance Fund (Vietnam Insurance Association), the Traffic Safety Committee of Quang Tri province and Bao Viet Quang Tri Company visited and presented Mr. Son with 45 million VND as "Humanitarian support for traffic accident victims".
"My family did not research, so we did not know about the regulations for humanitarian support. Fortunately, there were information units, so we were able to make a file and receive the above amount of money," Mr. Son shared.
People need to know to avoid losing rights
Mr. Nguyen Anh Tuan - Chief of Office of the Traffic Safety Committee of Quang Tri province said that according to the provisions of Decree 67/2023, cases where the vehicle causing the accident cannot be identified, the vehicle is not insured, is not covered by insurance, and cases where insurance liability is excluded will receive humanitarian support from the Motor Vehicle Insurance Fund.
Regarding cases of humanitarian support, stipulated in Decree No. 03/2021 and currently amended and supplemented in Decree 67/2023 "Regulations on compulsory civil liability insurance of motor vehicle owners, compulsory fire and explosion insurance, compulsory insurance in construction investment activities". Although it has existed before, in Quang Tri province, people do not know, so before 2024, many cases of traffic accidents, eligible for humanitarian support but did not know, so they did not apply.
Seeing that people do not understand the law and will be disadvantaged, since the beginning of 2024, the Traffic Safety Committee of Quang Tri province has provided information about traffic accidents to Bao Viet Quang Tri Company, requesting to coordinate in reviewing. If any case falls within the scope of regulations, the victim's family will be informed and supported in making documents to receive benefits.
According to Bao Viet Quang Tri Company, from the beginning of 2024 until now, this unit has supported cases in making documents, then the Motor Vehicle Insurance Fund authorized the unit to give humanitarian support money to 7 cases.
