Accordingly, the Chairman of the People's Committee of Thanh Hoa province has just issued a decision to mobilize 176 civil servants under the People's Committees of communes and wards with a surplus number of civil servants to work at the People's Committees of mountainous communes lacking human resources in the province.

According to the list, some communes and wards have a large number of mobilized cadres and civil servants, including: Ham Rong ward, Hac Thanh ward, Dong Son ward, Sam Son ward, Nam Sam Son ward, Tay Do commune.
Sharing about getting used to the work in the new location, many officials said that immediately after arriving in the area and stabilizing their residence, they immediately started to carry out assigned tasks, supporting people in handling administrative procedures.
Talking to Lao Dong Newspaper, Mr. Nguyen Truong Sinh - an officer of the Department of Culture and Social Affairs of Hau Loc Commune - said that he was a volunteer who wrote the petition and was transferred to Yen Thang Commune (in the old Lang Chanh District) to take on the position of officer of the Department of Culture and Social Affairs of the commune.
"I went to Yen Thang commune to take up a new assignment since August 4, which has been 2 days now. Immediately after stabilizing my place, I immediately started work, without delay - Mr. Sinh shared.
According to Mr. Sinh, when coming to work in the new locality, not only him but many cadres from the communes and wards in the plains undergoing mobilization all encountered initial difficulties such as working away from home, getting used to the new environment and area. However, these are only immediate obstacles, and will soon be overcome to be ready for the journey to support people in mountainous areas.
"We have been arranged a fairly stable place to eat and live by the commune leaders. Immediately after that, I started working, but to make things more smooth, I needed more time to get used to the environment and work area" - Mr. Sinh said.
Policies for cadres working in mountainous communes
It is known that previously, the Party Committee of Thanh Hoa Provincial People's Committee submitted a document to the Provincial Party Committee Standing Committee, asking for opinions on the draft Resolution regulating support policies for cadres, civil servants, and public employees who are mobilized, rotated, seconded, or volunteer to work in mountainous communes, in order to ensure sufficient human resources for public service after operating the government at 2 levels.

According to the Provincial People's Committee, the rearrangement of administrative units in 2025 has led to differences in the arrangement of staff. Some communes and wards in the plains are lacking cadres, while many mountainous communes are lacking.
From the above practice, the Provincial People's Committee will develop a support policy from the budget to attract capable and volunteer teams to work in mountainous communes.
The draft Resolution is divided into 2 support levels: Level 1: Support 1.75 times the basic salary/month for cadres working in 38 communes of the old mountainous districts including: Muong Lat, Quan Hoa, Quan Son, Lang Chanh, Ba Thuoc, Thuong Xuan.
Level 2: Support 1.25 times the basic salary/month for cadres working in 38 communes of the old districts including: Ngoc Lac, Thach Thanh, Cam Thuy, Nhu Thanh, Nhu Xuan.
The maximum support period is 3 years, corresponding to the time of mobilization, secondment or until the staff is assigned to the locality that is not eligible for support.
Beneficiaries include: cadres and civil servants in communes and wards with redundant numbers or voluntarily moving to mountainous areas; cadres of provincial departments, branches and sectors assigned to disadvantaged communes; and those who have previously been transferred to mountainous districts, now continue to be assigned to communes.
