On the morning of March 11, Mr. Tran Quoc Toan - Chairman of the People's Committee of Tran Phu Ward (Ha Tinh City) said that a incident had just occurred in the area where a boy sent to a private childcare facility called "preschool" (at address No. 9, Lane 247, Vu Quang Street, Tran Phu Ward) was hit and killed by a parent's car.
Accordingly, at more than 7:00 a.m. on March 10, a 16-month-old boy named H.B.L was taken by his parents residing in Thach Dai commune, Ha Tinh city to a private preschool care facility.
The camera recorded the incident showing the boy running from the sidewalk onto the street and falling. The child then stood up, about 1 meter from the front of a female parent's car.
Maybe due to loss of vision, the female parent was still driving the car and hit the child directly, then ran over the nephew.
Discovering the incident, many people shouted and signaled the driver to stop the vehicle. After that, they pulled the child out of the car and took him to the emergency room. However, by 2:00 a.m. on March 11, the child had died.
After the incident, the Criminal Police Department of Ha Tinh Provincial Police coordinated with Tran Phu Ward Police to examine the scene, investigate and clarify the cause.
According to the Chairman of Tran Phu Ward, this private preschool has been licensed to operate since 2023. On March 11, this private facility was also closed to focus on handling the above-mentioned tragic accident.
