Delegation of mountain cadres to the province
From October 1, Mr. Hoang Van Thu - Deputy Director of the Project Management Board - Land Fund of Bac Tra My district, a Co ethnic person, was seconded to the Investment Project Management Board of Quang Nam province for 3 months, to improve his expertise in the field of Construction Investment Project Management.
This is one of the cases participating in the training program for ethnic minority cadres, civil servants and public employees (abbreviated as ethnic minority cadres) of localities, through practical work at departments and branches of the province, according to Project No. 10 of the Standing Committee of the Quang Nam Provincial Party Committee. The implementation roadmap is in the period of 2024 - 2025, oriented to the period of 2026 - 2030.
Chairman of Quang Nam Provincial People's Committee, Le Van Dung, assessed that the secondment to the province that Quang Nam is implementing aims to create conditions for ethnic minority cadres in mountainous districts to gain more practical experience and train in a new working environment; aiming to build a team of cadres with the capacity to meet the requirements of performing tasks in the new situation.
Accordingly, the training subjects are ethnic minority cadres holding the position of deputy head of specialized department and equivalent or higher of the People's Committees of mountainous districts who are assigned to agencies and units of provincial departments and branches according to the sectors and fields in need.
The plan is implemented in the form of seconding cadres, within a period of no more than 6 months to improve professional and technical capacity according to the "4-step" process for the State sector, from reviewing needs, issuing secondment plans of the People's Committee at the district level, to the process of receiving and arranging work of the agencies where the cadres are seconded and deciding to end the secondment, as well as implementing personnel arrangement after secondment.
Improving the quality of ethnic minority cadres
In fact, mountainous districts in Quang Nam are facing a persistent shortage of staff. For example, Nam Tra My district was assigned 90 civil servant positions but is short of 15 people. At the management level, there is a shortage of 7 department heads and deputy heads. This situation makes many people struggle to cope because they have to take on too many tasks.
Speaking with Lao Dong, Mr. Nguyen Hoai Hieu - Deputy Head of the Department of Internal Affairs of Nam Tra My district - said that through an initial survey, there are about 6-7 officials at the deputy department level or higher of the district who will participate in the secondment program to the province in 2024. The district is very sympathetic to this major policy, because currently the professional and technical qualifications of local officials are still limited.
"We accept the initial difficulties and encourage the remaining people to try to complete their assigned tasks so that the seconded staff can study with peace of mind and gain expertise to support the district in the long term," said Mr. Hieu.
Mr. Tran Duy Dung - Chairman of Nam Tra My District People's Committee - said that in the past time, the district has sent 758 ethnic minority cadres to receive professional training and political theory. At the same time, the district has arranged to use young ethnic minority cadres according to Project 500, 600 to hold leadership positions at the commune level and equivalent, in accordance with the requirements of the job position.
The district currently has 253 ethnic minority cadres at the commune level and 51 district-level cadres; many of whom hold key local leadership positions and have university and postgraduate degrees... Regarding training and placement of students from the selection system, the district has 164 cases of university and college graduates returning to their localities. This is the locality's long-term source of successor cadres.
