On October 15, information from the People's Committee of Binh Dinh province said that it had just sent an official dispatch to the Ministry of Transport and the Vietnam Road Administration regarding the upgrading and expansion of National Highway 19C, the section passing through the province.
National Highway 19C was upgraded from Provincial Road 638 in 2014. After 10 years of being converted into a national highway, the route has not been upgraded yet, its basic status is only level VI, the roadbed width is about 6.5m, the road surface is from 3.5m - 5.5m, the bridges and culverts on the route are mostly only able to operate with H13 load capacity.
In order to serve the socio-economic development of the locality, Binh Dinh has been focusing on prioritizing investment in the construction and development of industrial parks and clusters.
In addition, according to the needs of socio-economic development, the traffic volume on National Highway 19C is increasing, especially the transportation of raw materials for industrial clusters, construction material mines, etc. along the route.
Currently, the North-South Expressway is about to be formed, National Highway 19C plays the role of a connecting route to the expressway, so traffic volume will increase dramatically after 2025 when the expressway is put into operation.
Thus, with the current scale, it will not meet traffic demand, easily causing congestion and potentially high risk of traffic accidents.
Therefore, Binh Dinh proposed that the Ministry of Transport and the Vietnam Road Administration pay attention to including in the medium-term public investment portfolio plan for the period 2026 - 2030, to invest in upgrading National Highway 19C through Binh Dinh according to the approved plan, with an estimated investment cost of about 540 billion VND.
