Keeping peace to pave the way for development
From July 1, 2025, implementing the policy of arranging administrative units and building a model of organizing local government at 2 levels, Tran De commune (Can Tho city) was officially established on the basis of merging Tran De town, Dai An 2 commune and Trung Binh commune of Tran De district, Soc Trang province (old).
A new administrative unit was established, opening up a large development space but also posing many requirements and challenges in management, operation and especially ensuring security and order at key seaports.

Located in a land with great potential for agriculture, aquaculture and logistics services, the Resolution of the 1st Tran De Commune Party Congress, term 2025 - 2030, clearly identified the requirements for economic development that must be associated with ensuring national defense and security. The goal by 2030 is to build Tran De into one of the central communes in economy, industry, trade, logistics; develop high-tech industry and agriculture, improve the material and spiritual life of the people, while building a clean and strong political system, maintaining security and order, aiming to play the role of a logistics center of the downstream area of the Hau River.
Mr. Ho Quang Dai - Deputy Secretary of the Party Committee, Chairman of the People's Committee of Tran De commune - said that ensuring security and order in the new situation, as well as creating a safe and secure environment in the area is a prerequisite to serve the local economic and social development. Tran De Commune Police have promptly concretized the Resolution's targets into specific action programs, resolutely deployed synchronous solutions, proactively grasped the situation, promptly advised the Commune Party Committee and People's Committee on solutions to maintain political security, social order and safety, and serve local socio-economic development.
Proactive from the grassroots
With the characteristics of coastal areas, large fluctuations in temporary residence, temporary absence and labor outside the locality, Tran De Commune Police have synchronously deployed measures to strictly manage the area.
In 2025, the Commune Police force will conduct more than 86 administrative inspections of conditional business establishments and accommodation establishments. Proactively grasp the situation, manage subjects, step up the fight and suppress crime. The commune police discovered and clarified 13/13 cases of social order, arresting 17 subjects. Thanks to that, crime has decreased by 40.9% compared to the same period, preventing the emergence of complex hot spots in the area.

Typically, on November 20, 2025, Tran De Commune Police caught 21 subjects red-handed participating in cockfighting for money on an empty lot in Dau Giong Hamlet. At the scene, the police seized 8 chickens, about 28 million VND and many related exhibits. This cockfighting spot was spontaneously organized by subjects, taking advantage of the small alley terrain with few people passing by, surrounded by many ponds and canals, making it convenient to escape when discovered.
Then, on November 23, 2025, the police force continued to catch 7 subjects red-handed participating in cockfighting for money in the same area of Dau Giong hamlet, confiscating 2 chickens and some related exhibits.

According to Lieutenant Colonel Nguyen Thanh An - Head of Tran De Commune Police (Can Tho City), immediately after implementing the 2-level local government model, the Commune Police Command has quickly perfected the organizational apparatus, proactively advised the Commune Party Committee and People's Committee to issue and synchronously deploy solutions to ensure security and order in the area. The Commune Police signed a coordination regulations with relevant units and forces; resolutely implemented the plan to build drug-free communes and wards in 2025 and the following years. Thereby, 32 drug-related subjects were sent to compulsory drug rehabilitation, and 16 subjects were strictly managed after drug rehabilitation in accordance with regulations.
Linking strength, maintaining seaports
A highlight in ensuring security and order in Tran De is the close coordination between the Commune Police with the Commune Military Command, Trung Binh Border Guard Station and Border Guard Squadron 2 (Can Tho City Border Guard) in implementing Decree No. 03/2019/ND-CP of the Government, especially in the work of preventing and combating illegal fishing, organizing many inter-sectoral patrols, especially at night, to prevent, detect and promptly handle violations of the law. The synchronous and regular coordination has contributed to ensuring security and order in residential areas, traffic routes, border areas and strengthening people's trust.

Tran De Commune Police also focused on propaganda and mobilizing people to participate in the movement of All People Protecting National Security. Since the beginning of the year, the unit has organized 6 propaganda sessions on crime prevention and control with 2,715 participants; 3 propaganda sessions for fishermen and crew members at seaports; coordinated propaganda against illegal fishing (IUU) more than 10 times. Along with that, 3 self-management and crime prevention models have been maintained and promoted effectively, contributing to raising awareness, encouraging people to proactively provide information, actively coordinating with the police force in fighting and preventing crimes.
Mr. Le Hoai Thuong - a fisherman in Dau Giong hamlet, Tran De commune - shared that the commune police force regularly propagates so that people are aware of the situation and actively participate in preventing and combating crimes and social evils. The security and order situation in the area is maintained, helping fishermen feel secure going out to sea, sticking to sea and docking safely at Tran De Port.
Fishing port security, the foundation for the marine economy
In Tran De commune, there are currently 2 fishing ports, Tran De Fishing Port and Mo O Fishing Port. Tran De Port has 74 organizations and individuals operating in production and business with nearly 1,000 workers and over 1,000 ships entering and leaving each month. Every year, the Port Management Board develops a plan to ensure security and order, register units that meet safety standards on security and order; perfecting teams, models and regulations in coordination with functional forces.
Currently, Tran De Fishing Port has established a Protection Team, Trade Union Team, Fire Prevention and Fighting Team in coordination with the professional protection forces of the enterprise, forming a posture to ensure effective security and order. Working groups and teams regularly coordinate with the police force to promptly handle incidents arising in the port area. At the same time, the unit closely coordinated with the Police, Border Guard and local authorities to organize patrols, prevent theft, disorder, and illegal use of drugs at fishing ports, creating a safe and favorable environment for people to work with peace of mind and develop the economy sustainably.

A representative of the Tran De Fishing Port Management Board said that last September, the Tran De Fishing Port Management Board, the Economic Security Department of Can Tho City Police, Trung Binh Border Guard Station and Tran De Commune Police signed a coordination regulations to ensure security and order at the fishing port.
The coordination content focuses on the management, prevention, containment, detection and handling of violations of the law; ensuring security, order and traffic safety; preventing and fighting fires and explosions; combating illegal, unreported, unregulated (IUU) fishing; mitigating natural disasters, search and rescue; at the same time, managing, exploiting and protecting Tran De Fishing Port, Mo O Fishing Port, Kinh Ba Fishing Ship Shelter and other areas under the state management of 4 units.
