Previously, implementing Conclusion No. 121-KL/TW dated January 24, 2025 of the Party Central Committee, the Central Public Security Party Committee directed functional units under the Ministry of Public Security to proactively receive state management tasks on testing and issuing driving licenses from the Ministry of Transport.
During the implementation process, the Ministry of Public Security has closely coordinated with the Ministry of Transport to discuss, unify and agree on the contents, forms and methods of receipt and handover.
The police of units and localities are urgently organizing training on granting test Takers to ensure sufficient quantity, meeting qualifications and training on the use of test management software, granting driving licenses to ensure service to the people immediately upon receipt.
Administrative procedures for granting and exchanging driving licenses will not change when transferred between the Ministry of Transport and the Ministry of Public Security.
Currently, the training work for driving license testing has been socialized and is being managed by the Ministry of Transport. After March 1, this work will be managed by another agency assigned by the Government.

Basically, the data system and testing management software, issuance and renewal of driving licenses of the transport sector will remain the same. Organize the testing, issuance, and exchange of driving licenses for people immediately upon receipt.
From March 1, the police sector began to receive the issuance and exchange of driving licenses. People who need to change or reissue a driver's license can do it in 2 ways, including: directly and online.
In case the driving license is integrated with 2 classes, and people are currently deprived of the right to use the driving license of one class, they must submit a decision to sanction administrative violations in the field of road traffic to be changed to the remaining class.
People who need to change their driving license to a lower degradation must clearly state in the application for a new or reissued driving license and are responsible for the declaration.
When changing or reissuing a driver's license directly, people should go to the police headquarters of the commune, ward, or town where the dossier reception point is located or the traffic police department of the provincial or municipal police.
Meanwhile, people who need to issue and change driving licenses online should access the National Public Service Portal, then choose the service "Change driving licenses" and follow the instructions.
To shorten the process of handling administrative procedures, the Ministry of Public Security will focus on promoting the application of information technology, implementing digital records, and minimizing the presentation of documents and paperwork when completing procedures.
