The Ministry of Transport has just responded to Binh Dinh voters about the reflection that the North-South expressway construction unit damaged the residential road.

Binh Dinh voters reflected that the construction unit of the North-South expressway affected the technical infrastructure, roads and architectural objects of organizations and individuals, many places had not been restored to their original state, causing inconvenience to people.

Voters recommend that the Ministry of Transport inspect and assess the current status of affected routes and works.

Voters also recommended that the Ministry direct maintenance, repair and maintenance, while ensuring the restoration of infrastructure to its original state after the project is completed.

"For damage caused by material transportation and impacts on property, it is necessary to check the level of impact, assess the damage and take timely compensation and support measures to protect the rights of the people," voters expressed.

The Ministry of Transport responds as follows:

In the 2021 - 2025 period, the unit will implement a number of component projects of the North - South expressway through Binh Dinh such as: Quang Ngai - Hoai Nhon, Hoai Nhon - Quy Nhon and Quy Nhon - Chi Thanh. During the implementation process, the Ministry of Transport thoroughly grasped and directed the Vietnam Road Administration, investors, contractors, consultants, and related units to strictly implement the provisions of the signed construction contract and relevant legal regulations.

Units will base on the actual use of local routes to transport construction materials for expressway construction, closely coordinate with localities to review and confirm the damage, repair responsibilities, and refunds of contractors for local routes used by the contractor.

Units need to immediately deploy the repair and restoration of affected local roads; at the same time, the process of transporting materials must ensure regulations on load, speed, traffic safety and environmental sanitation.

According to the reports of investors, to promptly repair damaged locations, investors, supervision consultants and construction contractors have coordinated with the Traffic Safety Committee of Binh Dinh province, the Department of Transport of Binh Dinh province, the Road Maintenance Management Board of Binh Dinh province and the People's Committees of districts, towns, communes and wards involved in organizing inspections and reviews of local routes used to transport materials for the construction of expressway projects.

The investor has directed contractors to repair and promptly repair the damages to ensure traffic safety and environmental sanitation in the area according to regulations.

However, according to the Ministry of Transport, the project is currently under construction, contractors are continuing to use local routes to transport construction materials and equipment, so they have only repaired local damages to meet the service needs to ensure traffic safety.

The Ministry of Transport emphasized: after the project is basically completed, the Ministry will request the Investor to direct the contractors to carry out the work of returning the locally borrowed routes in accordance with regulations.

In response to voters' feedback, the Ministry of Transport will continue to direct investors, consultants and construction contractors to closely coordinate with functional agencies and local authorities, regularly reviewing the site to promptly repair and overcome damage on local borrowed routes during the construction process to ensure the travel needs of the people.
