Content of the Certificate of Merit: "For outstanding achievements in the work of the Youth Union and the school youth movement in the 2020-2021 school year. The date of issuance of the award decision is November 30, 2021.

Regarding the reflection and recommendation of Mr. Hoang Minh Hai, the Ministry of Home Affairs has responded on the Electronic Information Portal.
At Point d, Clause 1, Article 74 of the Law on Emulation and Commendation stipulates one of the criteria for awarding or posthumously awarding a Certificate of Merit from the Ministry, Department, Branch, or Province to an individual as follows: Having been awarded the title of "Emulation Fighter at the grassroots level" twice in a row or having been recognized for excellent performance of tasks for 2 consecutive years or more, during which time 2 initiatives have been recognized and effectively applied within the grassroots level or 2 scientific topics, scientific projects, scientific and technological works have been accepted and effectively applied within the grassroots level.
At Point b, Clause 1, Article 73 of the Law on Emulation and Commendation stipulates one of the criteria for awarding or posthumously awarding a Certificate of Merit from the Prime Minister to an individual as follows: Having been awarded a Certificate of Merit from a Ministry, Department, Branch, or Province and continuously for 5 years or more up to the time of requesting recognition for completing tasks well or better, during which time the title of "Basic Emulation Fighter" has been awarded 3 times.
Clause 3, Article 4 of Decree No. 98/2023/ND-CP dated December 31, 2023 of the Government detailing the implementation of a number of articles of the Law on Emulation and Commendation clearly states: The results of commending outstanding achievements and emulation by topic are not used as a basis for proposing superiors to commend meritorious achievements.
In comparison with the above regulations, the individual was awarded a Certificate of Merit by the Central Executive Committee of the Ho Chi Minh Communist Youth Union: "For outstanding achievements in the work of the Union and the school youth movement in the 2020-2021 school year", which is a specialized form of commendation.
Therefore, it cannot be used as a criterion for proposing the award of a Certificate of Merit from the Prime Minister as prescribed in Point b, Clause 1, Article 73 of the Law on Emulation and Commendation.
