The Ministry of Construction said that according to the bulletin of the National Center for Hydro-Meteorological Forecasting, this morning (July 19), storm Wipha entered the northeastern sea area of the North East Sea, becoming the third storm in 2025.
Storm center location: 20.2°N - 119.4°E. Intensity: level 9 (75-88km/h), gust level 11. Movement direction: Northwest, speed about 20km/h.
The storm is forecast to develop in the next 24 hours in the West-Northwest direction, at a speed of about 20-25km/h and continuing to strengthen, located at 21.7°N-114.5°E in the northern sea area of the North East Sea, about 450km east of the Lusian Peninsula (China).
To proactively respond to storm No. 3 and the storm circulation that may cause rain, the Ministry of Construction requires: The Vietnam Road Administration directs the Road Management Zones to coordinate with the Departments of Construction and local authorities to organize duty, traffic flow, assign guards, put up buoys, barriers, and signals at flooded locations, overflowing underpasses, broken roads, and landslides; control traffic, proactively regulate traffic; prohibit roads at dangerous locations (flood basins, bridges, ferries, etc.) on national highways in areas affected by storms and floods.
"Determined not to allow people and vehicles to enter these locations to ensure traffic safety for people and vehicles," the Ministry of Construction emphasized.
Direct road management units to fully prepare spare materials, arrange machinery, equipment and human resources in key locations that are frequently hit by landslides to proactively overcome them, ensuring traffic in the fastest time, especially on key national highways.
Request the Vietnam Railway Authority and Vietnam Railway Corporation to direct units to strictly implement patrolling regimes, locking down vulnerable works, locations, and key areas such as bridges, weak roads, prone to flooding; steep pass sections, areas prone to flash floods, rockfall, and soil subsidence, railway areas downstream of dykes, irrigation dams, reservoirs, etc. to be ready and proactive in responding to incidents, ensuring absolute safety for people and vehicles.
Direct units to focus on means, materials, equipment and human resources to overcome the consequences of floods and ensure smooth traffic in the fastest time.
There is a plan to stop the ship, extend the ship, increase the speed limit, and transfer passengers when the flood situation causes flooding and landslides in the areas where the ship must be stopped.
The Ministry of Construction also requested the Vietnam Maritime and Waterways Administration to direct the Maritime and Waterway Port Authorities to grasp the number of ships and water transport vehicles anchored at anchorage areas, river mouths, water gates, areas around islands, canals and guide ships to anchorage areas safely.
Coordinate with the Steering Committees for Disaster Prevention and Control of localities to take appropriate measures, resolutely requiring transport ships to move to safe anchorage areas.
Direct the Vietnam Maritime Search and Rescue Coordination Center to prepare forces and means to participate in rescue when ordered.
Urge units managing and maintaining inland waterways to promptly recall buoys and signals before floods or when receiving flood discharge notices from the Steering Committee for Flood and Storm Prevention and Control of localities; promptly re-deploy buoy systems and signals immediately after floods.
Request the Civil Aviation Authority of Vietnam to direct airlines and aviation service companies to closely monitor weather developments in areas affected by storms, to adjust or change flight schedules accordingly to ensure absolute safety of flight operations.
Direct units to strengthen inspection of airports, terminals, communication systems, flight operations and command to promptly detect and handle incidents.
The Department of Economics - Construction Investment Management directs Project Management Boards, investors, construction contractors, and relevant consulting units to immediately deploy response work to storm No. 3, prepare conditions to promptly overcome construction incidents; coordinate to ensure smooth traffic on routes both under construction and operation.
The Department of Construction of provinces in the affected areas of storm No. 3 must proactively coordinate with regional road management units and local authorities in overcoming incidents caused by storms, rains and floods, conducting traffic flow, ensuring smooth traffic; in particular, focusing on immediately inspecting and reviewing areas at risk of landslides and land subsidence on routes assigned for management, being ready to respond promptly when incidents occur to ensure safety for people and vehicles, and having plans to arrange vehicles and equipment to promptly support people passing through flooded areas.
Direct relevant units to inspect and review locations at risk of flooding and traffic congestion to have a plan to drain water quickly and limit traffic congestion.
Arrange human resources, vehicles, and machinery to be on duty to ensure early drainage and prevent flooding at flooded areas in urban areas.
Pay attention to ensuring the safety of people and vehicles in the work of overcoming flooding, inundation, and drainage.
Direct tree management units in urban areas to conduct inspections and have plans to cut and prune trees at risk of breaking and falling, causing unsafe traffic and construction works in urban areas.
Prepare human resources, machinery, and equipment to be ready to clean up and handle broken and fallen trees to ensure smooth traffic in the fastest time.
