According to Quang Ninh Provincial Police, when the Bay Xanh 58 ship capsized in Ha Long Bay, there were 49 people on board, including 46 passengers and 3 crew members.
At around 1:30 a.m. on July 20, after many efforts, the authorities capsized the QN 7105 tourist boat back to normal position.
According to Mr. Bui Hong Minh - Deputy Director of the Department of Construction of Quang Ninh province, the safety regulations for Ha Long Bay tourist boats are higher than the national standards. The capsized ship has a safety coefficient of 2 and 3 while the general regulation is only over 1.
It is known that the ship capsized and left the wharf at more than 12:00 on July 19. The Quang Ninh Hydrometeorological Agency provides 3 weather reports per day for tourism. At 1:30 p.m. the same day, the meteorological agency issued a thunderstorm notice - that was also the time when the boat was not licensed to depart.
At 3:00 p.m., there was a notice of normal weather, so the authorities continued to issue orders for the ship to operate. When receiving unfavorable weather information, the Inland Waterway Authority has notified ship owners.
At the press conference on the afternoon of July 20, Director of the Department of Culture, Sports and Tourism of Quang Ninh Nguyen Viet Dung commented: This is an extremely unfortunate incident, people are lost, injured, and the tourism industry is affected.
